SUBJECT:

FURTHER DISCUSSION OF POLICY STATEMENT ON IMPLEMENTING CERTAIN STUDY GROUP RECOMMENDATIONS ON IMPROVING NUCLEAR POWER PLANT LICENSING (SECY-77-480B)

This memorandum is to clarify one point in response to my comment on the staff's proposal on implementing certain Study Group recommendations on improving nuclear power plant licensing.

You indicated in paragraph (3) (b) of SECY-77-4808 that the interi'

,cedure would be to inform inter"anors of meetings plann the area of the site or the apt ant's office "if they -ave requested to be so informed."

I believe that the staf f should take an active role in this matter and invite intervenors to attend the local meetings even if they had not requested to be invited.

This should provide for increased public participetion in our licensing review while the detailed procedures are being worked out.
