Dear Members of the Board:
Enclosed for your information is a letter from the NRC Staff to Metropolitan Edison Company (licensee) advising the licensee that the Staff has found the licensee's emergency plan for TMI-1, revised as of June 10, 1980, to comply with existing Appendix E to 10 CFR Part 50..
The letter also advises that the revised emergency plan be implemented at TMI-1.
Emergency planning is an issue in the TMI-1 restart proceeding and will be considered by the Atomic Safety and Licensing Board in the hearing on THI-1 restart. However, the Staff has found that the revised emergency plan which is the subject of the enclosed letter to the licensee is an improvement over the prior plan, does not downgrade the effectiveness of emergency pisuning and gives a greater margin for public health and safety. Accordingly, the Staff believes that implementation of the revised plan is aptropriate at this time.
Of course, the licensee's emergency plan will be subjecc to modifica-tion by the Board as a result of its decision in the restart proceeding.
