Marble Hill Nuclear Generating Station - Units 1 and 2 Order Confirming Suspension of Construction

REFERENCE:

Letter dated May 15, 1980, entitled " Graduated Rescission of Order Dat.e/. August 15, 1979"

Dear Mr. Keppler:

This letter is submitted in response to Sections B.6 and E.2.b of Mr. Victor S :ello's letter of May 15, 1980, identified as " Graduated Rescission of Order Dated August 15, 1979."

Public Setvice Company of Indiana, Inc. (PSI) has accomplished those activities identified as items B.5 and B.6 in the Appendix of the above referenced letter relative to the prerequisites for commencing ret.eipt inspection by Newberg-Marble Hill (N-MH).

Specifically, PSI has:

1. Required N-MH to adjust as necessary its Quality Assurance program, procedures and implementation thereof, personnel staf fing levels and personnel qualifications as those items relate to receipt inspection activities.

2. Reviewed and approved the Quality Assurance program of N-MR and performed comprehensive audits of that program.

PSI has additionaly accomplished those activities relative to the prerequisite for resumption of civil / structural construction by Newberg-Marble Hill (N-MH),

mechanical and piping construction by Cherne Contracting Corporation (CCC) and

+1ectrical construction by Commonwealth-Lord JV (C-LJV).

1. Required N-MH, C-LJV and CCC to adjust, as necessary, their Quality Assurance programs, procedures, and personnel staffing levels to be consistent with PQAM, AQAM, and associated PSI program requirements for their respective disciplines.

2. Reviewed and approved the Quality Assurance programs of N-MH, C-LJV and CCC and conducted comprehensive audits of those programs.

PSI has now completed those items identified in the Appendix of the reference letter which are prerequisite to the resumption of construction of Marble Hill Units 1 and 2.

PSI hereby requests the NRC to perform evaluations of those activities identified in items B.7, C.3, D.3, E.1, and E.3 of the Appendix of the reference letter. Based on NRC acceptance the foregoing activities, PSI will request the Director of Inspection and Enforcement to lift the " Order Confirming Suspension of Construction" dated Augur.t 15, 1979.
