SAFETY EVALUATION BY THE RESEARCH AND POWER REACTOR SAFETY BRANCH DIVISION OF REACTOR LICENSING IN THE MATTER OF YANKEE ATOMIC ELECTRIC COMPANY PROPOSED CHANGE NO. 71 DOCKET No. 50-29 Introduction Pursuant to Section 50.59 of the Commission's regulations, Yankee Atomic Electric Company, in Proposed Change No. 71 dated December 7,1965, requested authorization of a change in the Technical Specifications which are attached ta License No. DPR-3 as Appendix A, The proposed change would authorize installation of a permanent filtering unit in the evaporator bottoms recirculating line The unit will be e
capable of filtering evaporator bottoms liquid as well as the evaporator influent.
Discussion Because the specific activity of liquid to be processed in the evaporator has increased in recent years, the exposure of personnel engaged in the processine and drumming of evaporator bottoms has also increased. The licensee states that the filtering unit proposed is capable of removing up to 90 percent of the insoluble activity from the evaporator influent, and up to 90 percent of the activity from the evaporator bottoms after batch completion. The licensee states that a disposable filtering unit has been tried on an experimental basis with very satisfactory results, The licensee concludes, and we agree, that the proposed filtering unit will lead to a substantial reduction in the exposure of personnel engaged in the processing and drumming operation.
{ Conclusion We have conc [uded that the Proposed Change does not present significant hazards considerations not described or implicit in the hazards summary report, and that there is reasonable assurance that the health and safety of the public will not be end ange red, Original signed by-Roger S.
