This is in response to the Board's Memorandum and Order of September 24, 1980, inviting comments of the parties on further steps in this proceeding " implementing the instructions of the Commission."

i Applicants urge, as they have in the past,Y that hearings in this matter commence as soon as practicable I preferably within the time frame suggested in the Board's Memorandum of March 10, 1980. Applicants are especially desirous of timely action so that apparent misconceptions regarding the accuracy of their representations to the NRC can be disposed of forthwith, i

. Page Two Applicants intend, in addition to addressing those contentions admitted by the ASLB, */ to present compre-hensive testimony on the concerns of the Board regarding technical qualifications which are reflected in the Board's Memorandum and Order of September 24, 1980.

It is our understanding that counsel for the NRC Staff has been in touch with intervenors to ascertain the desir-ability of further consultation among the parties. Applicants would intend to participate fully in any such consultations.

It is possible that those discussions may suggest the need for additional discovery. At this point, however, applicants do not contemplate a requirement for further discovery.
