Dear Sir:
On September 25, 1980, a letter was transmitted to your office concerning an i= mediate report made both to Mr. M. H. Malmros, USNRC Resident Inspector, and to the NRC Operation Cente-by " red phone." These reports and the September 25, 1980 letter described a situation in which the high steam flow bistable trip setpoints were set incorrectly.
This report was made pursuant to the regulations established by 10CFR50.72, Notification af Significant Events.
Subsequent review of the occurrence of Septeaber 24, 1980 has determined that it does not meet the criteria for immediate reports contained in the Technical Specifications.
This is due to the fact that mitigating circumstances resulted in the actual high steam flow setpoint being within that allowed by the Technical Specifications. Therefore, no written followup rv> ort will be submitted.
Both PGE and Westinghouse are continuing to review this situation for report-ability under the Technical Specifications and 10CFR21.
In the meantime, all steam flow transmitters have been calibrated to the correct data, and the high steam flow bistables were reset to the correct values. This was completed on October 3, 1980.
