Dear Mr. Schwencer:

The referenced letter transmitted to the NRC copies of a report (MSS-NAl-P) entitled " Qualification of Reactor Physics Methods for .ipplication to Pressurized Water Peactors of the Middle South Utilities System". This report describes the methodology used at Middle South Services, Inc. (MSS) to determine calculational uncertainties, presents the reliability factors resulting from the benchmarking of the MSS APFP reactor physics model, and describes the methodology for applying the MSS AFTP model to reactor operations and safety evaluations. The methodology described in the report will be used to support our Waterford SES Unit No. 3 and to support Arkansas Power & Light Company's ANO Unit 1 and Unit 2.

Application of the model to future cycles of Vaterford 3 may include updating of f.he core monitoring programs (CECOR, COLSS, CPC's. CEAC's) and the safety evaluation of reload designs. The referenced letter requested an expeditious review and approval of the report by the NRC in order to support the appli-cation of these calculational techniques to the Middle South units. We stand ready to discuss any questions that may arise in the course of the NRC's review.
