Dear Mr. Wade:

The U. S. Nuclear Regulatory Comission is initiating an investigation of the-effects of electromagnetic pulse on commercial nuclear power plants.

Although the Department of Defense is not involved in licensing of comercial nuclear plants,-the as'sistance of the Defense Nui: lear Agency in directing those portions of the study related to EMP vulnerability assessment and hadening against EMP is needed to assure the technical validity of the study's conclusions and recommendations.

4 NRC funds are. being made available to the Defense Nuclear Agency to acquire the s~ervices of contracters, but some program management and technical; direc-tion from within DNA will probably be necessary.

The assistance of DNA is requested for this effort aimed at assuring an ade-quate level of public health and safety for operating reactors in time of nuclear attack.
