Gentlemen:
This refers to your letter.of 12 August 1980 -(USS Hector 9090 Ser 390) which enclosed Change Transmittal 1 to USS Hector (AR-7). Instruction 9090.1. We have: reviewed the changes and find that they make the instruction acceptable.
However, the use of pen and ink changes for such extensive changes is not acceptable. Please revise the pages and resubmit that entire description of the QA program. On page I-1, under "1.2 Descriotion," clarify whether the revised RMPQA Program includes four or five levels of responsibility.
