Cognizant Branch Chief: Wm.H.Regan,Jr..(492-8451) b_;ckground The Siting Analysis Branch (SAB) has the lead responsibility in reviewing and eval ating the social and economic impacts related to the construction, the operatfor, and the accident censequences of commercial nuclear power plants.
SAB provides the technical overview of the socioeconomic sections of DES's and FES's for neclear pcwer plants, which ara usually prepared by a National Laboratory review team.
In some instances the socioeconomic sections may be prepared by the SAB Staff. This requires, among other inputs, projected demographic and economic activity for a multi-county impact regional around each plant. The Bureau of Economic Analysis (BEA), U.S. Department of Commerce, is the primary federal agency providing such data and forecasts, and, as such has been providing input to power plant environmental impact analysis since 1977.

2-Work Recuirements 1.
BEA, in consultation with the Siting Analysis Branch, will develop a computational algorithm estimating disruption in regional economic 4
activity from Class 9 accidents at individual nuclear power plants.
Such a computational algorithm will employ existing data base and analytical tools of BEA. The computational algorithm will be developed in the context of accident analysis for each of the 13 plants listed below. For each of the plants BEA will provide for ar, appropriate multi-county impact area:
A set of tables showing baseline historical (1959,1969,1973, a.
) and projected (1985, 1990, 1995 and 2000) data on total personal income, population, and earnings, and employment by industrial sector; b.
A set of tables showing changes in income, population, and earnings by industrial sector for from three to six accident scenerios furnished by NRC for each plant; A narrative explaining the computational algorithm employed and c.
interpreting the results of the analysis; and d.
Identification of any materials used in the analysis, other than official BEA data..

SEA will analyze historic changes in population, income, and earnings and employment by industrial sector in the area surrounding nuclear P
power plants operating as of December 31, 1979 in order to identify any differences in the pattern of change which may be associated with regional demographic and economic characteristics of the plant vicinity. An appropriate number of non. power plant control locations shall be used for the design of analysis to assure statistical confidence in the conclusions. The design of analysis shall be developed in consultation with the Siting Analysis Branch. The final report will describe and critique the design of analysis employed and the data base, and will present and interpret the results in tabular and narrative form.

.. Level of Effort and Period of Performance The level of effort is estimated at 711 man-months over a sixteen month period.
Reoorting Recuirements Report identified under Work Requirements above will be furnished in an original and five (5) copies. One copy to be sent to the Contracting 0 *ficer and the original and four (4) copies to the NRC Technical Monitor.
BEA shall provide NRC quarterly business letters in phase with the quarters of the Federal Fiscal Year. These reports shall identify the costs incurred for the quarter listing expenditures for manpower and computer services for 1
each directive. The report should be submitted to the Contracting Officer l
and with copies to the Director, Division of Engineering, ATTN: C.'Poslusny, W. Regan, DE, D. Muller, DE, and B. L. Grenier, TSB, NRR, within fifteen (15) days after the quarter being reported on.
