Dear Mr. McCorkle:
My letter to you dated March 20, 1980 transmitted the "Lynchburg Research Center, Building C Security Plan" which addressed the requirements of 10CFR73.67.
It was brought to my attention recently that section 7.1.2 of the above plan contains a commitment that is too restrictive for practical imple-mentation.
That section would require the Lynchburg Research Center to submit an NRC/ DOE-741 form to shipper within 10 days of the receipt of the material.
Our intent cas to demonstrate compliance with 10CFR70.54.
Our provision did not allow for the submission of the NRC/ DOE-742 form within 10 days if all of the information required in the 741 fr.rm is not availabic.
The attached replacement page corrects the 10 day requirement with one for 30 days which more closely meets the intent of 10CFR70.54.
Please remove page 7-1, revision 0, dated March 15, 1980 from your copies of the plan and in its place insert page 7-1, revision 1, dated August 8. 1980.
This request contains information of the type described in 10CFR2.790(d) and should he withheld from public disclosurc.
