Dear Mr. Keppler:
Clinton Power Station Units 1 & 2 Docket Nos. 50-461 and 50-462 Construction Permits No. CPPR-137 & CPPR-138 This is in reply to your letter of July 31, 1980, whereby you forwarded IE Bulletin No. 80-20 which reported on the failure of Westinghouse Type W-2 control switches with spring return to neutral position.
Illinois Power has reviewed all safety related systems and find that Westinghouse Type W-2 switches are supplied on all class lE 4160V and 6900V circuit breakers.
These switches are used for breaker testing while the breaker is in the " TEST" position.
While the breaker is in the " TEST" position, a
" Service Not Available" alarm and status light is annunciated in the main control room from an auxiliary relay which is input from breaker " TOC" switches, which indicate whether or not the breaker is in the connected position.
When the breaker is in the connected position, the control switches are-bypassed.
Furthermore, neutral contacts, like those alluded to in Bulletin 80-20, are not used at all.
Therefore, in response to item 1 of the Bulletin, none of these switches are used in safety related applications; only for testing while the breaker is in the " TEST" position.
Items 2 and 3 are not applicable to Clinton.
