231 W MICHIGAN P o 801 2046 MitWAUKEE. WI 53201 September 12, 1980 Mr. J. G. Keppler, Regional Director Office of Inspection and Enforcement Region III U. S. NUCLEAR REGULATORY COMMISSION 799 Roosevelt Road Glen Ellyn, IL 60137

Dear Mr. Keppler:

DOCKET NOS. 50-266 AND 50-301 RESPONSE TO IE BULLETIN NO.79-01B ENVIRONMENTAL QUALIFICATION OF CLASS IE EQUIPMENT POINT BEACH NUCLEAR PLANT, UNITS 1 & 2 As stated in our response to IE Bulletin 79-01B dated April 18, 1980, we are providing a status report on our equipment qualification evaluation.,

We are continuing to develop our complete response to this bulletin including the " Equipment Qualification Plan" that was requested by the NRC staff. Enclo-sures 1, 2 and 3 to this letter provide an updated " master list" of electrical equipment, revised t.omponent evaluation worksheets and revised service condition profiles.

The environmental qualification of a number of components could not be completely documented because of the unavailability of detailed equipment qualification records. However, we believe these components would perform their safety-related functions under postulated accident conditions. These components include solenoid valves, limit switches, level switches, electrical conductor seal assemblies, and a limited amount of electrical cable. These components will be replaced with environmentally-qualified, equivalent equip-ment. The qualification of pressure and differential pressure transmitters will be accomplished by replacing the original transmitters with environmen-tally-qualified transmitters. A qualification program for the replacement transmitters is being conducted by a Utility Transmitter Qualification Group, with Wisconsin Electric acting as the lead utility. This group will be test-ing Rosemount 1153 Series D and Foxboro N-E10 Series transmitters at Wyle Laboratories in Huntsville, Alabama. The Final Qualification Plans for Phase I of the transmitter qualification program are contained in Enclosure 4.

Phase II testing will be similar to Phase I with the addition of artificial aging.

It is requested that a copy of Enclosure 4 be forwarded to the Branch Chief Equipment Qualification Branch of the Office of Nuclear Reactor Regu-lation for review. This qualification program was previously discussed with
