Dear Mr. Congel:
On November 17, 1989, we sent you a partial response to your September 5, 1989, request
- that the Federal Energency Management Agency (FEMA) assist the Nuclear Regulatory Commission (NRC) in the verification of the fulfillment of certain conditions specified by the Seabrook Atomic Safety and Licensing Board (ASLB) in Section 10.4 of its Partial Initial Decision (PID), LBP-88-32, 28 NRC 667 (1988), ist,ued on December 30, 1988, in connection with offsite plans and preparedness for the New Hampshire portion of the Seabrook Emergency Planning Zone (EPZ). This is an update to our November 17, 1989, response.
In the November 17, 1989, report, some items were listed as "open".
We indicated that those items would be " closed" when Revision 3 of the New Hampshire Radiological Emergency Response Plan was issued, reviewed in connection with the particular item in question and found acceptable.
The Seabrook Regional Assistance Committee (RAC) Chairman has reviewed Revision 3, which was issued on December 1,1989, and other reports provided by the State of New Hampshire.
The enclosed, updated report was prepared by FEMA Region I and the RAC Chairman for Seabrook.
Of course, as before, the items contained in the report have been identified from the following sources: 1) The December 30, 1988, PID, 2) transcripts from the New Hampshire ASLB hearing process, and 3) stipulations agreed to as part of that hearing process. The status report does not address decisions of the Licensing Board or the Appeal Board subsequent to the Partial Initial Decision of December 30, 1988 (LBP-88-32).
Also as before, the report contains a brief description of each item, its status and a comment.
If you have any questions, pleass feel free to contact me at 646-2871.
Since y,
[
