P1LGRIM STATUS REPORT TOR THE PERIOD SEPTEMBER 9-22, 1989 Enclosed is the Pilgrim bi-weekly status report from the NRC Resident Office at Pilgrim.

The NRC Restart Staff is in place and was on-site monitoring lic-ensee activities or, an extended day shif t basis during this report period.

The Pilgrim bi weekly status report is intended to provide NRC management and the public with an overview of plant activities and NRC restart inspection ac-tivities.

Subsequent inspection reports will address many of these topics in more detail, f

PILGRIM STATUS REPORT FOR THE PERIOD SEPTEMBER 9-22, 1989 1.0 Plant Status As of 8:00 a.m. on September 22, 1989, the reactor was operating at ap-proximately 70% power with the turbine generator synchronized to the grid, 2.0 Power Ascension Test Program Status o

At the close of the last report period, the plant was increasing power from 58% following the reactor scram on August 30, 198v and subsequent replace-ment of the failed component and inspection of plant systems and components.

The plant reached 75% power on September 8, 1989.

The licensee continues to experience degraded condenser vacuum due to foul-ing of the condenser tubes with marsh grass.

Due to the degraded condenser vacuum, the licenseo has periodically operated the reactor at reduced power levels in order to perform backwashing of the condenser water boxes. At the close of this report period, the plant was at 70% power, following backwashing.

The licensee continued to conduct routine surveillances along with preven-tive and corrective maintenance throughout the period.

3.0 Items of Special Interest NRC Restart Assessment Panel An NRC Restart Assessment Panel meeting was held on September 18, 1989 in the NRC Region I Office in King of Prussia, Pennsylvania.

The Panel received a presentation from the licensee on their assessment of the results of the 50% to 75% Power Ascension Program. The Panel also reviewed plant readiness to proceed.up to full power. The Panel meets periodically to coordinate planning and execution of NRC inspection and licensing activities related to Pilgrim. The Panel is chaired by Mr. Samuel J. Collins, Deputy Director, Division of Reactor Projects, NRC Region I.

l News Media Reports of Inspector General Activities Near Pilgrim l

According to local news media, a representative of the NRC's Office of I

Inspector General (IG) has begun an internal investigation of NRC staff activities as they relate to Pilgrim and has been conducting interviews of several citizens in the local area. The Restart Staff is not aware of the l

details of the IG activities; however, the IG is the appropriate office with authority to review and investigate staff activities.

t Dry Run Emergency Preparedness Drill On September 20, 1989, the licensee conducted a dry run emergency prepared-t ness drill in preparation for the scheduled full scale emergency prepared-ness exercise on October 12-13, 1989. The dry run included site evacuation and accountability of station personnel, activation of emergency response facilities and emergency operations facilities and partial demonstration of simulated offsite evacuation.

4.0 Emergency Notification System (ENS) Reports b

Inoperable Reactor Core Isolation Cooling System On September 20, 1989 the licensee declared the Reactor Core Isolation Cooling (RCIC) system inoperable due to the observation of oil leakage from i

the RCIC turbine outboard bearing :esi The RCIC system provides reactor vessel makeup water to assure adet uate core cooling following a primary containment isolation.

The licen:ee notified the NRC via ENS at 6:44 a.m.

5.0 Pilgrim Restart Staff Activities The Pilgrim Restart Staff was in extended shift coverage throughout this report period, which was consiseent with reduced testing activities.

An NRC-developed inspection plan addressing the 50% - 75% power plateau, as well as the primary functional areas of operations, maintenance, surveillance and startup testing was implemented. The inspectors assessed operator per-formance, organizational interfaces, adherence to procedures and Technical Specification compliance.

The Pilgrim Restart Staff continued to evaluate the performance of licensee personnel and the plant to determine whether the licensee should be permitted to proceed to the next NRC approval point, which is 100% of rated power.

l Contact with the press and public continued throughout the period. The NRC Restart Manager and the Region I Public Affairs Officer addressed inquiries.

Pilgrim Restart Staff Composition During Period During the period, the onsite Pilgrim Restart Staff was comprised of the following personnel:

Bradfute, Project Manager, NRC:NRR On September 20, 1989, two Region I Emergency Preparedness inspectors were in the Plymouth area to observe the licensee's dry run emergency prepared-4 ness exercise.
