to'the points raised in the review TER and other changes made by ODCM ':

Revisions 3, 4, and 5 were considered in the attached review.

l No significant deficiencies were-identified.in ODCM Revision 5, although one minor error was noted. The Licensee responded to all recommendations s in-the. Conclusions section of review TER by correcting the ODCM. In addition, the ODCM was apparently completely reviewed and various changes

.made.to improve accuracy and clarity.  :

Revisions 3 and 4 mainly updated radiological monitoring locations on the basis of the current Land Use Census, but also made other corrections and ,

improvements. All changes made by Revisions 3, 4, and 5 appear to improve an ODCM that was already of good quality.

, (CPS) submitted a complete ODCM for CPS, updated through Revisior. 5 to the

! NRC with a 1etter from D. L. Holtzacher (IP) to Document Control Desk (NRC), dated March 7, 1989. The updated ODCM was submitted in response to 1 a letter from J. A. Stevens (NRC) to D. L. Holtzsher (IP), dated September 6, 1988 requesting that a new revision of the ODCM be submitted addressing all the points raised in the Conclusions section of the review Technical l Evaluation Report (TER) of Revision 2 (EGG-PHY-8097), dated June 1988.  ;

Prior to submission of Revision 5 the Licensee submitted Revision 3 with a i letter from D. L. Holtzscher (IP) to Document Control Desk (NRC), dated August 29, 1988; and Revision 4 with a letter.from D. L. Holtzscher (IP) to Document. Control Desk (NRC), dated February 24, 1989.

In ODCM Revision 5, the Licensee responded to all recommendations in the Conclusions section of the review TER by correcting the ODCH. In

' addition, the ODCM was apparently completely reviewed and various changes .

made to improve accuracy and clarity. Copies of the Conclusions section of the review TER and the Licensee's " Summary of Revision" for Revisions 3, 4, and 5 are attached for convenient reference. The only deficiency identified in Revision 5 was an erroneous value for Ce 141 in Table 3.5 7,

" Ingestion Oose Factors for Child," which should be 3.97E-08 instead of -

8.97E-08, and the associated errors in " Pathway Factor" tables.

Revision 3 modified the setpoint criteria for the Plant Service Water Process Radiation monitor by changing the setpoint from three times background to "as close to background as practical to prevent spurious alarms, and yet assure an alarm should an inadvertent release occur." The reviewer considers this change a significant improvement. Other changes made by Revision 3 updated radiological environmental locations.

Revisior 4 chenged " Plant Service Water flow (22,000 GPM minimum)" to "PlaM Service Water flow (minimum flow approximately 5000 GPM during plant shutdown period depending on systems loads)..." on page 2-1 of the ODCM. This apparently corrects the minimum dilution flow for liquid effluents. Other changes in this revision corrected sampling frequencies on page 2-2 (as recommended in the review TER) and updated sampling

' locations.

All changes made by Revisions 3, 4, and 5 appear to improve the accuracy or clarity of an ODCM that was already of good quality.
