TOP CF FILL MATERIAL In order to complete our response to the NRC's October lb,1980 ccrrespondence,

we are forwarding fcrty (40) copies of Part II of the three-part report addressing

.he FSAR cpen item regarding seismological input para =eters.

This portien of the entitled, " Site Specific Response Spectra, Part II-Response Spectra Applicable report fer tne "op of Till Material at the Plant Site" vill supplement Parts I and II whien. were creviously forwarded by our correspondence of March 2,1081.

The delay in providing Part II of the Seismic Respense Spectra Report is attributable te our continuing vers on the theoretical studies of ground motion amplification which were recuested oy the Staff in the Decemoer 5, loSO meeting.

contains recc== ended site specific r :sponse spectra applicable Part II cf the report the same general sethcdelegy the top of tne fill material which were derived by at I of the three-part used to co=pute response spectra as were described in Pa:-

The subsurface geolegical and geophysical characteristics of the streng metien recording stations used to develop the response spectra are discussed in report.

In ad:iition, the results of an extensive Artendix A of the Part II report.

teecretical study of possible amplifics. tion of ground motion by the fill material at iiland site is presented in Appendix 3.

This study was perfermed b'- Dr Erik of the 7ansarcke and Dr Eduardo T.ausel, Professors in the Ci':11 Ingineering Department The study uses the Cc=puter Prog-tne Massachusetts Institute of Technology.

" SEA I" to evaluate the relative dyna =ic respcase between the top of the fill and

tne original grou.d surface in terms of the ratio of response spectra considering

  • he results cf the theoretical s=plificatien studies agree a range of soil profiles.

'4 hen the.T?C has conpleted its review of our three-part report, we ree end that a meeting be held with the Staff at the earliest opportunity to ensure resolution of any questions - or concerns which remain. Early resolution of any concerns is imperative, especially, in light of the pending soils hearing and slso per the agreements reached in the prehearing conference on soils held at Midland on April 27 and 28. Furthermore, resolution would allow the 'ec=pletion o the_ seismic safety margins review in a time frame to suppcrt the operating license hearings.
