EXCLUSION ' AREA 1 AUTHORITY & CONTROL

^

N The : safety ?ob'jective ' of; this = topic ;is to assume that. appropriate

exclusion; area authority and control are. maintained by.the licensee as required by 10,CFR 100.'

E LThe Lacrosse Boiling Water Reactor is located'on the eastern shore Jof the Mississippi River approximately 19 miles ' south rf the city -of Lacrossef Wisconsin..-The site exclusion area is defined as an.1109 foot' radius circle around the~ reactor building.

The exclusion area.

includes;p'ortions 'of -the Mississippi. River' and is traversed from

' north to;scuth by Wisconsin-State Highway 35 and:the Burlington=

-Northern Railroad main line.(1)'

' The: land Uithinithe exclusion area is owned by the-Dairyland-Power Cooperative, Burlington Northern-Railroad, State of Wisconsin and

,the-federal: government,' as well as some private ownership of steep hillsides.

DPC ownership-includes mineral rights.

1 Arrangements have been made to control traffic on. State -Highway 35

' by ; contacting' the Vernon County Sheriff's Office.

The County Sheriff -

-has'statugg>ypollceauthorityunderWisconsinlawtocontrolpublic

-. roadways. t

~ Arrangements have been made with the Burlington Northern Railroad to stop any usage-of. railroad. property within the exclusion area in the event of' emergency.

Dispatchers have' radio communications with trainstand work parties. -As.this:is privately owned railroad property, the railroad has the right to exclude any public activity on its right-of-way, and its agreement with Dairyland-would permit-the Vernon County Sheriff's department to. control access as needed. (2)

Arrangements have been made with the United States Coast Guard to control < traffic-on~theMississippiRiverintheeventofg>pemergency.

This arrangementfis documented in a -letter of agreement. (

' There;are no residences within'the exclusion area.

The privately-owned-land is steep hillside generally unsuitable for building.

S LACBWR, in the' event rof-an emergency, has an agreement with the(Vernon

. County l Sheriff: to evacuate' individuals from the exclusion area. 3) l
