Dear Mr. Denton:

In Reference (b), Commonwealth Edison Company submitted a revised version of Zion's inservice volve testing program.

At the suggestion of Mr.

V.

Nerses of your staff, additional revisions are row being subnitted.

Attachment A to this letter explains the changes that have been made.

Attachment B and C contain complete sets of pages 47 through 83 for the Inservice Valve Test Programs f or Zion 1 and Zion 2,

respectively.

These pages incorporate the changes explained in Attachment A and were retyped to improve clarity.

It was also requested that we address the safety significance and functional testing of the Isolation Valve Seal Water (IVSW) system.

The substitution of IVSW system testing for the requireo leak testing of numerous containment isolation valves nad previously been submitted as a code relief request.

It was agreed that the IVSW system should be classified as an ASME system for the purposes of ASME Section XI.

Based on the guidelines of Reg. Guide 1.26, paragraph C.2.d, the IVSW system will be designated as ASME Class 3.

Please address any questions that you might have concerning this matter to this office.

On1page 54, in-the Relief Request column for Valves-MOV-CS0002, MOV-CS0004 and MOV-CS0006, the word No'was changed to Yes.

On page 55, 'in the Relief Request column.for Valves CS0037, through.CS0045 inclusive, the word'No was changed to Yes.

10n page' 60,- in the Relief Request column f or Va lves-VC8481A&B and.VC8546 the word-No was changed to Yes.

On page'61, in the Relief Request column for Valves RH8730A'

-i cand RH87308, the. word No was changed to Yes, and in the Exercise

-- column Q/C was changed to Q/C2.

5 On page 64, in the Relief Request column for Valve SI8926, the word No was changed to Yes On page 77, in the Rellet Request-column for Valves RV0001, RV0002, RV0003 and RV0004, change the word No to Yes, and add Note 7 to the Remarks-column.

A change to the Unit 2 Inservice Test Program only is as follows:

i On~page'62, delete Valve OSF00ll entirely, and change SF8787 to SF8788.

On page 79, change the last sentences of Notes 9 and 10 to reflect IVSW check valve testing on a refueling frequency-instead of cold shutdown.
