Dear Mr. Grier :
This refers to your letter of April 16, 1981, concerning the establishment of controls regarding safety significant instrument valves.
The items of concern are restated below, in part, followed by our responses.
1.
Expeditious conduct of a Unit 2 valve lineup check for all safety system ac?uation instruments, to include all instrument root valves.
Valves located in radiation areas of one Roentgen per hour or greater will be checked during the l
next unit shu tdo wn.
The Plant Operations Review Committee will review this effort for adequacy.
Response
A valve liile-up check of instrument rack valving for all instruments required for safety system actuation was completed on
\\pril 9, 1981.
This instrument rack check was independently verified.
The line-up check for the instrument root valves is 95% complete at this time.
This check will be completed prior to the startup from the current mainte-ance outage.
The required Plant Operating Review Committee revie-of this information will also be completed prior to the startup.

The instruments involved include those which measure, transmit, or indicate level, I
pressure, or flow in the following systems.....
For instruments not required for automatic actuation of l
safety systems and not required to undergo valve lineup to assure compliance with the technical specifications, if regular checks can and do verify instrument loop performance,
the instruments involved need not be included in the valve lineups prescribed in this item.

Response
An -evaluation is currently underway to identify and classify the listed instruments and - systems.
This evaluation will consider automatic safety system actuation, technical specification compliance, time response requirements, means of information display', and present or proposed regular checks of instruments.
Procedures and checklists will be revised or written, as necessary, and approved by November 30, 1981, in order to perform the regular instrument and valve lineup check list.
