Dear Gentlemen:
Enclosed for your information are copies for es::h Appeal Board member of two topical -reports prepared by Westinghouse Electric Corp., both dated May,1981 entitled:
- 1) WSTG-1-P " Procedures for Estimating the Probability of Steam Turbine Disc Rupture From Stress Corrosion Cracking" and 2)
WSTG-2-P " Missile Energy Analysis Methods for Nuclear 3 team Turbines." The reports are being sent pursuant tc the directive of the Appeal Board in its Order for this pro-ceeding dated February 7,1980, wherein the Staff was ordere'd to promptly supplement its submittals to the Appeal Board of Westinghouse-supplied infom-ation having a bearing on the turbine-missile issue as new relevant information is obtained.
Both reports are claimed by Westinghouse to contain proprietary information, as is indicated in the. attached letters from F. Vaccaro of Westinghouse to J. Miller of the Staff, both dated June 10, 1981.
Pending a determination by the Staff as to the appropriateness of Westinghouse's pro-prietary claim, the enclosed reports are transmitted to the members of the presiding Appeal Board on an in camera basis, as provided for in the Appeal Board's February 7,1980 Order.
I am informed by Mr. Christman, counsel for VEPC0, that he is engaged in negotiations with Westinghouse to obtain copies of the proprietary versions of the attached Westinghouse reports.
I further understand that VEPC0 currently intends to submit to the Appeal Board and the Staff its calcula-tions of the probability the occurrence of unacceptable missile damage i

around the end of this summer or perhaps early th'is fall.
Upon receipt of this information, the Staff will develop a schedule for reviewing the infor-mation and for preparing a report concerning the review.
I will convey the Staff's schedule to the Appeal Board as soon as it is developed.
