Telephone conversation on March 11, 1981 (Report No. 70-572/81-01)

Subjects Discussed 1 Thei purpose of the communication was to acquaint licensee manegement with NRC's Systematic Assessment of Licensee Performance (SALP) program and how the licensee's previous inspection history relates to the NRC's new enforcement policy.

Results:

The licensee was informed that during the appraissl period the licensee's regulatory performance was acceptable and that currently there are no major safety concerns.

Licensee Comments The licensee commented during the presentation of each of the areas in paragraph 2 and a discussion followed regarding the licensee's concern over differing enforcement policies of the NRC as compared to agreement states. The licensee stated that a difference in enforcement that affects operating costs can give a competitive advantage to the company that avoids the added expense.

Overexposures - One for the period of review (Item B, Part 20 Report noted above).

In recent years, Monsanto Research Corporation had introduced lower action levels for personnel whole body exposures. Specifically:

Year Action Level 1976 and earlier I rem /qtr.

1977 0.6 rem /qtr.

1980 0.5 rem /qtr.

These reductions were reflected in the maximum whole body (WB) exposure received. Specifically:

Years, Range of max. WB quarterly exposure 1971-1978 C.64 to 0.84 rem 1979-1980 0.49 to 0.57 rem F.

Licensee's Responsiveness and Management Control NRC-RIII has found the licensee's responsiveness to problems identified by the inspection program to be adequate. There has been'close coopera-tion and good management control demonstrated by the Facility Safety Officer (S. Hoadley). Management support is apparent in recent facility

improvements which required capital investment and in administrative

procedures which required manpower commitments.
