50-260 50-296 In 1970, TVA embarked on a joint TVA-Oak Ridge National Laboratory (ORNL) cooperative resseamh project to study the beneficial uses of waste heat from large power plants. As part of this reseamh program, TVA constructed a large scale (one-half acre) greenhouse facility which is capable of utilizing heat from the Browns Ferry Nuclear Plant's condenser cooling water system. Constn2ction of the greenhouse was completed in 1977 and has been operated by TVA since that time for the production of various types of plants. TVA now intends to lease the greenhouse to an independent operator.

An assessment of radiological exposures at the Browns Ferry greenhouse is provided for your information. This assessment considers exposure contributions from plant effluents, turbine skyshine, and assumed exposure from low-level waste (LLW) storage in the cable warehouse and long-term onsite storage facility (LTOSF).

As can be seen, the radiation exposure at the greenhouse from assumed LLW storage in the cable warehouse is 40 rem /yr. This exposure is above the 40 CFR 901 mit of 25 mrem /yr to members of the general public, but within the 10 CFR 20 limit of 500 meem/yr in unrestricted areas. However, it should be noted that the cable warehouse is only a contingency to the offsite shipment of LLW in the event of severe burial site restrictions.

No LLW, as.f yet, has been stored in the cable warehouse. Further, it is unlikely th::t a significant portion of the design basis quantity (used for assessment purposes) of LLW will be stored in the warehouse before LTOSF license amendment approval. All other exposures are within the applicable e dose objective 2.

Radiological exposures to greenhouse: personnel have been calculated.'

Exposures _to these. personnel result from four basic sources: -(l) plant affluents,_(2) turbine building skyshine, (3). direct radiation from the tenporary (approximately 12_ months) storage of low-level waste (LLW) in the cable warehouse and (4) direct. radiation from the long-term.

(approximately '40. years) storage facility (LTOSF).

It should be noted that in the' period prior to LTOSF availability the cable warehouse is a LLW storage contingency to offsite shipment in the event of severe burial site restrictions. As of yet, no LLW has'been stored in the warehouse and.LTOSF.availabilf ty is projected within the next few months.

It is therefore unlikely that any significant quantity

.of LLW will be stored in the cable warehouse. However, this assessment is based o,n a design capacity of one year's worth of LLW trash. Other major onsite assessment assumptions are given in table" 1 and assessment results in table 2.
