Perry Nuclear Power Plant Docket Nos. 50 M0; 50-W1 E=ergency Ocerations Facilities In 6.ccordM.ce with our letter dated March 30, 1981, we are submitting the concep-tual design description of the Perry nuclear Power Plant Emergency Operations Facility (EOF) for a pre-implementation review.

A near-site loct. tion, within the exclusion area, has been selected for the facility to achieve the design objectives of availability, reliability, security, maintain-ability and expandability. The proposed location is shown on attached Figure 1.

A back-up EOF location has been selected at one of CEI's satellite service centers approxicately 11 miles from the plant.

The EOF will share a single story bui W ng with the Simulator Training Center. As shown on the proposed layout, Figure 2, the EOF area will be approximately 8,600 square feet in size, and will be designed to meet the hat.itability and structural criteria of NUREG-0696.

The Emergency Operations Facility Infor=ation System (EOFIS), a subsystem of the E=ergency Response Infor=ation System (ERIS), will be designed to:

(a) provide information for management of the overall emergency response to an accident which results in a Site, Area, or General Emergency Alert, (b) evaluate radiological and meteorological data to assess off-site doses, and (c) provide infor=ation to the NRC and state and local emergency response agencies about conditions potentially affec-ting the public, in accordance with the Perry Plant Emergency Plan.

The E0FIS includes data acquisition, infor=ation display, data co=munications a:si supporting equipment. Capability will be provided for presenting current value, time history and trends for meteorological and radiological data and dose assessment.

The data transmitted to any off-site calculational support facility for the EOF will be available via the EOFIS.

Airborne radioactivity released from platt planned release points l+. Liquid radioactivity released to the environment 5.

Off-sito radiation and radioactivity as indicated by survey teams 6.

Wini direction 7.

Wind speed 8.

Atmospheric temperature Variables required to assers the general plant conditions will be supplied to the EOF from the Technical Support Center (TSC).

Voice communications will be handled by the plant PBK system with CEI's microwave systemasback-upandwillbepoweredfrombattery/chargerpowersupplies.

The Technical Support Center (TSC), Technical Support Center Information System (TCCIS) and the Safety Parameter r*_mlay System (SPDS) cenceptual designs are being finalized and details win be submitted in connection with the operating license review process. A preliminary assessant of hardware availability and software implementation of a complete ERIS indicates a problem with meeting current NRC implementation dates. We are proceeding with the EOF design implementation and will continue to keep you apprised on the other emergency response facilities an:1 our problems with meeting NRC mandated implementation dates.
