L; NOTICE OF DEVIATION
-Energy Systems Group Docket No. 70-25 1Rockwell International Corporation License No. SNM-21 18900 De Soto Avenue-ECanoga Park. California 91304 Condition' 9 of the subject license references Section VII-B of the license application dated June 27, 1975.
Section B, Administrative procedures-1.b.(1), Health, Safety and Radiation Services specifies that-HSRS will designate applicable safety procedures and will implement safety standards and procedures._ Among the procedures regarding the
- procurement and receipt of radioactive materials are those which appear in S0P J-24 III.. Receipt C. which requires monitoring of packages for radiation levels and surface. contamination'upon receipt.
Contrary to that internal _ procedure a package of radioactive material was rccsived on February 20, 1981 which was not monitored for radiation level or contamination but transfered directly to storage.
Subsequent monitoring on March 3,1981 revealed a surface radiation level of approximately 475 mr/hr at the surface of the shipping container.
