7590-01 U:lITED STATES NUCLEAR REGULATORY C0fVilSSICN DOCKET NO. 50-298 NEBRASKA PUBLIC POWER DISTRICT NOTICE OF ISSUANCE OF AMEND!iENT TO FACILITY OPERATING LICENSE The U. S. Nuclear Regulatory Commission (the Commission) has issued Amendment No. 71 to Facility Operating License No. DPR-46, issued to Nebrapa Public Power District, which revised the Technical Specifications for operation of the Cooper Nuclear Station, located in Nemaha County, Nebraska.
The amend-ment is effective as of the date of its issuance.
This' amendment modifies Appendix B of the Technical Specifications to delete Section 2.1.5/3.1.5 regarding the limit for rate of temperature change at the

mixing zone boundary.
Other miscella'neous admini'strative changes that were inadvertently omitted from License Amendment 68 are also included.
The application for the amendment complies with the standards a'nd require-ments of the Atomic Energy Act of 1954, as amended (the Act), and the Commis-sion's rules and regulations. The Commission has made appropriate findings as required by the Act and the Comission's rules and regulations in 10 CFR Chaptar I, which are set forth in the license amendment.
Prior public notice of this amenfment was not required since the amendment does noti' involve a significe't hazards consideration.
The Commission has detennined that the issuance of this amendment is a ministerial action and ar. environmental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with issuance of this amendment.
