Dear Mr. Fanello:

This is in response to your recent letter inquiring about the restart of THI-1. Unit 1 was down for refueling at the time of the accident at THI-2 in late March,1979. On July 2,1979, the Commission ordered that the facility remain in cold shutdown until further order of the Commission, stating that "the Commission presently lacks the requisite reasonable assurance that the.... Licensee's Three Mile Island Unit No.1 Facility...can be operated without endangering the health and safety of the public." Further, the Commission stated that public hearings would be conducted i.o detemine whether TMI-1 should.be allowed to resume operation and, if so, under what conditions.

In a subsequent order issued August 9,1979, the Commission established procedures for the hearings and decision on.the issues. The hearings began before an NRC Atomic Safety and Licensing Board ( ASLB) in Harrisburg, Pennsylvania, on October 15, 1980.

While we are, of course, concerned about financial impacts on consumers and stockholders, the NRC's primary responsibility is the assurance of public health and safety through a fair and thorough hearing and de-ci si on. The record on which the Connission wil1 make a final decision will include findings and conclusions by the ASLB.

Because of the unique nature of the proceeding and the broad spectrun of issues under discussion, it is difficult to provide a definitive schedule for a decision at this time. The NRC staff is actively in-volved in the ongoing review of technical issues concerning the restart of Unit 1 and activities associated with the cleanup of Unit 2.

D ere is also a noticeable increase in arthritis and muscles problens.

Once the deficiencies take hold, it is difficult to correct. De animals get down and are unable to get back up.

Rey either linger and die or must be destroyed.

I have encountered increases in caesarean deliveries in sevs. The normal caesarean rate for sows is one a year. I am now encountering one a week.

De area directly affected is the west side of the Susequhanna Elver and in close proximity to the Ihree Mile Island area.

I as not prepd to say it is radiation. I do not know what the cause is.

However, I did request an on-site investigation be made in the area by the pennsylvania Agriculture Dept.

Goats & sheep unable to dilate during labor - =ust be delivered via caesarean
