SUMMARY

OF SITE VISIT AND MEETING-MAY 18 and 19, 1981 During the afternoon of May 18, 1981, I made a tour of the Black Fox Site accompanied by personnel from Public Service Company of Oklahoma (PS0).

In touring the sit <t, the following observations were made:

Excavations for Units 1 and 2 are complete. A barge siip from the Verdigris River has been built.

A raiiroad spur and access road into the site have been completed.

A number of corponents to be used for the Black Fox Station have been delivered to the site.

A few buildings have been constructed on the site.

One building is used for ;ffices and administration and others are being used for storage of some of these components and equipment.

A helicopter overflight of the site and surrounding areas was made with Steve Bennett of PSO.

The flight passed over Inola which is the closest community to the Black Fox site and is located approximately 3 miles from the planned reactor location. The population of Inola is about 1500.

Additionally, we flew over Claremore, Catoosa, Broken Arrow, ano the outskirts of the city of Tulsa.

Beyond Inola, the nearest concentration of population is approximately 10 miles from the site.

The area closer to the site than 10 miles appeared to be sparsely populated.

On the following day, May 19, a meeting was held at the Black Fox site.

An attendance list for the meeting is provided as Enclosure 1.

I reviewed the status of current CP activities underway at NRC, including the significant changes in the proposed final CP/ML rule, and our experience with the Pilgrim 2 TMI s'ubmittal and staff review.

We discussed the proposed CP schedule for resuming the Black Fox review based on a submittal date by PS0 of November 1.

I indicated that, based on planned submittals of the other CP/ML applicants, September 1 appeared to be a better time to target for the Black Fox submittal to take advantagy ff the dedicated staff review team.
