       -of the Yellow Creek Nuclear Plant. This reporting period began January 1, 1980, and ended June 30, 1980. These semiannual reports are prepared            -

to fulfill.a commitment made by.TVA in the; construction permits hearings. c The impact area is defined as portions of'Alcorn and Tishominge Counties,  ; Mississippi, and Hardin County, Tennessee. This area was selected because it was projected to receive a significant population influx due  : to the project. However, the impact area may be redefined if significant . impacts are identified elsewhere. ' I. Monitoring Results In August 1980 TVA conducted a survey of all TVA employees at Yellow Creek as of June 30, 1980. The timelag between employment and survey gives the employees who moved an opportunity to make personal adjustments and should provide a better view of employee " distribution, family characteristics, and housing choice. The employment level was 3,060, and the information.was available for 72 percent (2,211). Based on that information, 390, or 18 percent, indicated that they moved into the area to work at the project (movers). Of the total 390, 220 located in the impact area. Local employees (nonmovers) commute to the project from a widespread-area, but 37 percent of the total work force consists of residents of the impact communities.

k The information ebtained with respect to :the distribution of movers and nonmovers is contained in tables A-1 and A-2 as well as figure 1. , Additional information on the distribution,' family characteristics, and housing choice of movers is contained in tables A-3 through A- l l'. Table A-1 lists the towns of current residence of alli employees. It is' basically a." mailing address"' location rather than a jurisdictional location since all employees must provide a place name even though they may not= live within any municipal limits. Figure 1 is based on this table. At the county level and above, both the origin and locatior. of all employees are contained in table A-2.- The diagonal line of the "From-To" tabulation shows resident employees (nonmovers). For , example, resident employees from Alcorn County are found by locating Alcorn County in the "From" column and going across the tnble to ' *' the "To" column which also reads Alcorn County. In this survey 135 residents of Alcorn ::ounty were employed at the end of Jone. Movers are shown by all other information in the table. For example, 32 employees moved from "Other Tennessee Counties" to Tishomingo County, Mississippi. 1 Table A-3 provides er.trapolated data for the impact area including the number of movers within the city limits for the-three primary impact communities. Tc compare the survey results with projections, selected parameters from the Socioeconomic Impacts section (revision 4, dated June 16, 1978, of the Yellow Creek Nuclear Plant Environmental a , Report) were applied to the number of employees surveyed. The

results of this comparison are found in' table'A-4. : No mover rate was projected' except for peak employment. However, the family characteristics, housing ~ choice, and location pattern can be compared. LSurveyed employee characteristics are similar to those projected. Sixty percent were expected to bring their- families. This survey found that 71 percent did. The remaining 29 percent did not have-families in the impact area. Projections indicated one school-age-

,               child per family, and the survey results were close to the projec-tions (0.9).      The average family size was larger than projected at 3.4 compared with the projected 3.0.          As a result of all of these-

factors, the total population influx found in the survey was 1,438 compared to a projected 1,188. 4 s The housing choice of movers is continuing to vary considerably from projections which were made only for peak employment. Fifty-five percent of the movers chose houses, and 26 percent chose mobile homes. The peak projections were that 35 percent would . choose houses, and 45 percent would choose mobile homes. The projections (20 percent) and survey results (19 percent) were close for those choosing apartments, sleeping rooms, and other accommoda-1 tions. The "other" category includes tents, campers, and recreational vehicles. The largest and most significant variation from the projections is in the mover distribution to-the Corinth area and to areas outside the impact area. Some 50 percent of the movers were projected to a 4 _ ~ _ , . . . _

locate in the Corinth area, but only 12 percent of the movers have located there. - In~ contrast. no movers were projected ~ to locate ' outside the impact area, and in fact 44 percent located ~octside the~ i impact area. While there is no real explanation for the Corinth result, the location of. movers outside the impact area is not unexpected. Based on past survey results, about 20 to 30 percent of the movers were expected to locate outside-the impact area. Howeve , in order tc prepare for the maximum numbers of movers, the total influx was allocated to the impact area as basis for estimating impacts. Of the towns outside the impact area, Florence, Alabama, has received the largest number of movers (31) . Florence has a population of about 36,000; so the additional movers would not create a significant adverse impact. The Irojections (40 percent) , and survey results (34 percent) were close ivt the Burnsville and luka areas of Tishomingo County, Mississippi. The projections (10 percent) and survey results (11 percent) were also close for the Savannah and Counce areas of Hardin County, Tennessee. Detailed data on family status and characteristics and housing choice of surveyed movers for the whole project are found in table A-5. The same information for the impact counties is found in tables A-6 through A-8, while tables A-9 through A-ll present the information on movers within the city limits of the impact communities. II. Functional Area Impacts and Mitigation Actions o Secondary Employment--Secondary employment impact is defined as a

temporary increase in the trade- and service-related resident population which can be attributed to the Yellow Creek project. If: i the population increase in a. county is greater than that arising directly from the project or from other primary employment increases,- we would conclude that the possibility of secondary employment exists. Since the project began, Alcorn and Hardin Counties have - experienced increases in population exceeding any increases which can be explained by project-related influx and change in population associated with other primary employment (see table 1). Due to the small number of movers in these counties, it does not seem rearonable that this population growth could result from project-related secondary employment. It could result from normal' error in the estimating process.

    ,   Education--TVA, the Mississippi and Tennessee Departments of Education, and the affected school districts are cooperating in efforts to ensure that the influx of project-related students will not impair the ability of local schools to maintain a quality educational environment. In October 1978, all school districts approved formal agreements to accomplish this objective. Under the agreement, TVA is providing financial assistance to four local school districts in Mississippi and one in Tennessee for the acquisition of needed schoolbuses to serve the needs of inmoving students. Additional Federal financial assistance is being provided to local school districts to allow them to meet inmover demands.

Approximately $1.5 million will come from the U.S. Office of Education for appropriations under Public Law 81-815 for facility construction.

This provides assistance to local school districts temporarily-impacted by Federal programs for the building of classrooms needed . to house children of Federal employees. Planning and other technical assistance are provided-by the appropriate State' agencies. Public Law 81-874 assistance was~available to offset additional operating costs. TVA mitigation assistance is provided yearly based on information gathered by the school systems each December. The employee monitoring does not indicate any substantial change which would warrant a mid-year adjustment. Therefore, no additional education expenditures were made during tae period of January 1, 1980 through June 30,- 1980. The following table summarizes TVA's cumulative education , mitigation payments through June 30, 1980. at a cost of $380,000. In'May 1980, two full-time day pregrams-

(carpenter and equipment mechanics) began with 25' students each. -. All participants _are residents of.the local recruitment area established for Yellow Creek Nuclear Plant. During the period . January through June 1980, 22 apprentices began training,-bringing the total at the Yellow Creek project to 198 in training and 9 skilled craf t programs. All apprentices were recruited from the established recruitment area for the Yellow Creek project. To help meet the demand for boilermakers' manpower s6ortage and to reduce TVA's construction mover impact, special emphasis has been given to a training program in the recruitment area. The boiler-maker training program has an enrollment of 22 students who are - scheduled to graduate in November 1980. Sixteen students have graduated and have entered the TVA work force. The graduates of the boilermaker training program are from the three-county recruitment area. The apprenticeship program consists of 178 members. The majority of the apprenticeship program members are from within the three-county impact area. TVA has a special Intensified Craft Training Program which consists of 25 carpenter and 25 equipment mechanic trainees. Upon completion of this training, the trainees may qualify for an advanced apprenticeship position, provided they gain employment at TVA. These combined training and apprenticeship programs are designed to reduce mover impacts by qualifying the local populations for skilled craf t employment. w

Housing--During this reporting period, the impact area housing supply has been sufficient to' accommodate the reistively small increasen in construction employment. Slight increases in mover B< population were found in both Alcorn and Hardin Counties; but in Tishomingo County where the most movers have located, population influx remained almost the same as reported'in the Decenber 30, 1979, survey. Both Alcorn and Hardin Counties have in the past . received less pressure on their housing markets than Tishomingo County and are better able to accommodate the increases in mover population without creating a housing shortage. Tight money and high interest rates continue to affect housing

 . supply, not only in the impact area, but throughout the Nation. In spite or the financial situation, there appears to have been a

sufficient housing, in both mobile and' conventionally built units, to accommodate the inmoving population. With the exception of a concentration in and around luka, the fairly even distribution of movers throughout the impact area and j surrounding counties has served to diffuse the impacts throughout the impact area. The large number of movers choosing residential location in the quad-cities area has also contributed to a reduction . in housing impact in the three-county area. l Local Government Budgets--Monitoring of project impacts on local governments is an ongoing process 'aandled by the program coordinator. e I I l

The coordinator is11ocated in the local area and maintains L.atinuous communications with~ local government officials. The following'is a' ' summary of actions and payments made to mitigate the impacts on local government budgets during this period. Work on the countywide emergency response systems for all three-impact counties continued. The completed plans for each county were reviewed by the respective' counties and TVA'; and agreements were prepared to provide necessary assistance from-TVA which, in combination with local resources, would accomplish the planned programs. Agreements with all three counties.were approved by TVA during this period, and implementation began. Work in Tishomingo and Alcorn Counties was directed at developing. the interlocal agreements and getting organized to begin implemen-

  • tation. A $3,000 a :istance grant was made to the Yellow Creek Watershed Authority for planning assistance to aid the counties in developing their programs. In Hardin County, the interlocal plans were completed; and equipment procurement began. A payment of
 $62,167 was made to Hardin County as reimbursement of expenses incurred in equipment procurement to date. Total commitment to the           '

counties under the agreements approved by TVA are Tishomingo County,,

 $155,000; Alcorn County, $140,000; and Hardin County, $187,500. In addition, agreement was reached with the town of Iuka for TVA to provide assistance in the amount of $24,750 toward the completion          ,

of a new fire hall which would be utilized i'n the Tishomingo County system. TVA's total commitment to date to the emergency b

response program amounts to $510,250.- Plans for a joint training center- for the impact area counties were also being formulated and reviewed. Agreement on this project has not been reached to date. Assistance to local governments for law enforcement continued during this period. A new contract became effective April 1 to provide additional assistance to the town of Iuka up to an addi-tional $38,500. 'Ta s assistance is for the purpose of continuing the two additional patrolmen and operating the car purchased under the original contract. TVA's total commitment to the town of Iuka to date amounts to $69,000. As of June 30, payments in the amount of $37,550 had been made. An additional contra.ct was also executed with Tishomingo County. This contract continued assistance for an additional sanitation worker and increased TVA's law enforcement assistance to include the salaries of three deputies, the addition of a patrol car, and operational expenses of the two cars purchased through TVA assistance. l l This additional contract committed TVA up to an additional $84,000 making TVA's total commitment to Tishomingo County to date $121,800. Payments made to Tishomingo County through June 30 amounted to

    $35,340.

A payment of $6,547 was made to Burnsville under contract with the town to provide law enforcement assistance for additional personnel and equipment expenses. 4

Employee Transportation--At the end of June 1980,.39 percent of the , work force at Yellow Creek' was riding. vans or~ buses, keeping approxi- 4 mately-488 cars off the roads. There was a 13 percent increase.in' ridership during this period.: . Eighteen buses were in operation-with.an average ridership of 28.8 persons.. Thirty-three. vans were in operation with an average ridership of 9.6 persons. The largest concentration >f vans (10) and buses (4) serves the quad-cities. Alabama area. 'TVA's expenditure for the employee transportation program this period was $307,324. Health and Medical Services--Ninety percent of the employees continue to report no need to travel for primary medical services. Specialty care, when needed, was readily available at Tupelo, o Mississippi; Muscle Shoals, Alabama; Birmingham, Alabama;-and Nashville, Tennessee. .

During'this period, TVA provided $5,300 to Alcorn County, Mississippi,

for the salary of a school nurse / health educator. ;The nurse. divides her time equally between the county and city school systems and the Alcorn County Health Department. While several other-contracts are outstanding in'the. Yellow Creek area,-no other funds l were expended. During this reporting period, a_ contract.for a i . school nurse / educator for Tishomingo County was executed; but no voucher for reimbursement was received by'TVA. . Negotiations.for a sanitarian to s,erve both Alcorn and Tishomingo Counties continued, but a finalized contract has not been agreed upon. Recreation--TVA staff continued to work with local officials to 4

   ,  monitor community recreation impacts in the three-county impact area. A field inspection.was conducted to review progress on.

existing park improvement projects and to assess the level of TVA impacts affecting local recreation resources. TVA executed a contract with the city of Corinth to provide up to $8,000 to assist in the development of a new athletic field. The facility will be used primarily to support the local soccer program which serves a large portion of Alcorn County. TVA also. approved a six-menth extension to a previous contract with Tishomingo County to allow coapletion of several ongoing recreation projects. The contract, executed in May 1979, provides $35,000 to help implement a wide variety of recreation facility improvemints throughout.the county. No requests for payments were received during the reporting period from the city of Savannah on a $50,000 contract executed in December ! 1979 to assist in development of needed recreation facilities. The

                                                    $93,000 Water and Sewer--The Short Coleman Park Water Association continued to have difficulty in supplying sufficient potable water to meet the contracted demands at the nuclear plant construction site and to its users in the area. Planned water system expansion continued to be delayed due to the declared. bankruptcy'of the contractor and delays by the bonding company in securing another contractor to complete the work. In addition, old equipment at_che association's existing well periodically malfunctioned due to age and improper maintenance. As a result, the water system has been unable to-provide adequate and reliable water service. It does not appear at~

this time that the new well being drilled as part of the expansion will develop nearly as much water as had been anticipated. As a result, the association will continue to have inadequate capability. Due to these unanticipated problems, it does not appear than the association has resources neiessary to take corrective action to repair the old equipment and drill an additional well to develop adequate capability. Because of this, TVA feels it is necessary to provide assistance to the association. TVA has agreed to provide , financial assistance up to $95,000 which is expected to be adequate

to accomplish the work required. Contracts for this work are in:

   . the process of being prepared.
 >    TVA will continue to evaluate the water and sewage treatment systems in the impact counties to assess additional future mover impacts as they occur.

Traffic--In December 1978, the Mississippi State Highway Department began supplying TVA with traffic counts for 11 locations on a semiannual basis. To supplement these counts, TVA began in 1979 taking intersection counts at four intersections near the site on - the same semiannual basis. With approximately 3,000 employees, a total of about 820 commuter vehicles are used in the transportation of the peak shift employees. Peak hour volumes and hourly volumes during the peak TVA commuting hour for 10 key highway segments are shown in table 2. The hourly. volumes indicated level of servic. J, or better operation is provided on all the key highway segments (see appendix B). 9 L
