Progress for the Month of April 1981 NRC FIN A0406 Technical Assistance on Geoscience Case Reviews III le PROGRAM OBJECTIVES AND DESCRIPTION The objective of this work is to provide qualified Lawrence Livermore National Labnoratory (LLNL) technical personnel to assist the Geology and Seismology Section, Geosciences Branch in their areas of responsibility for the review and evaluation of PSAR's and FSAR's submitted by the Utilities for a Construction Permit (CP) or Operation License (OL) or reports which provide an evaluation of a post CP or post OL investigation.

Specific Work Requirements There are three tasks as follows:

Task 1:

Byron /Braidwood 1 and 2 Task 2:

Calloway Task 3:

Waterford-3 For each task, the LLNL staff will review the Final Safety Analysis Report (FSAR) with amendments and documents related to seismology.

This review shall include an evaluation of all the informa-tion included in Sections 2.5.1 and 2.5.2 of the FSAR, which address the seismological aspects of the site.

The review will be conducted in accordance with NRC Standard Review Plans Sections 2.5.1 and 2.5.2.

EG-81-18 May 15, 1981 which are acceptable to the NRC staff that have been made avail-able to applicants in their designs is contained in Regulatory Guide 1.70 (Section 2.5).

Each of the three tasks have the same subtasks as follows:

Subtasks Subtask 1.

Review and evaluate the information contained in the documents regarding geology and seismology in accordance with acceptance criteria outlined in the related Standard Review Plans.

Meet with the NRC staff, NRC consult, ants and advisors and the applicant as required.

Prepare a letter report identifying any unresolved issues with recommendations on a course of action to be taken during construction to resolve these issues.

4 Subtask 2.

Review and evaluate the information contained in the above FSAR Sections in accordance with acceptance criteria outlined in the related Standard Review Plan.

Meet with the NRC as required and prepare a draft SER identifying any unresolved issues.

Subtask 3.

Participate in a maximum of three meetings with the applicant and the NRC staff to resolve any issues identified in the above Draft SER.

Subtask 4.

Prepare a final SER.

This SER may contain open issues or describe areas in which the contractor and staff continue to differ with an applicant.

Subtask 3.

Participate at a maximum of two ACRS meetings, prepare testimony for and appear before Licensing Board Hearings as required.

Subtask 6.

Review and evaluate any unresolved,or open issues identified in the SER, or issues taised at ACRS meetings and in hearings.

Participate in a maximum of five meetings with the applicant and the NRC staffs to resolve any outstanding issues.

Prepare inputs to SER supplements and technical specifications to complete the resolution of all outstanding issues, as required.

PROGRESS - APRIL 1 THROUGH MAY 15, 1981 Our major effort for this reporting period falls under Task 3:

Waterford-3 site.

In accordance with the guidance contained in NRC Regulatory Guides, Industry Standards and guidance and acceptance criteria in the SRP in the area of Seismology responsibility, we have completed our input to the final Safety Evaluation Report (SER) for the Waterford-3 site.

This input to the final SER has been transmitted to the Geosciences Branch of Division of Engineering, NRR, on May 5, 1981.

We found that 0.10g and 0.05g are adequate to represent ground motion for the SSE and OBE, respectively, for the Waterford Steam Electric Station, Unit 3, located near Taft, Louisiana.

PLANS FOR NEXT MONTH We plan to meet with the NRC staff and technical representative from the Utility Applicant to discuss some technical issues related to the seismology of the region surrounding the Calloway site (re:

Task 2).
