w INTERIM REPORT OF SIGNIFICANT CONSTRUCTION DEFICIENCY NO. 28 "IWO-INCH AND BELOW SCHEDULE 160 SOCKET WELDS UNDERSIZE" INTRODUCTION This report is submitted pursuant to 10CFR50.55(e).

It describes a welding deficiency concerned with A?ME Subsections NB, NC and ND Socket Welds.

DESCRIPTION The weld deposit for 2" Schedule 160 Socket Welds is required by ASME 3ectior III Subsections NB, NC and ND to be 3/8" measured with a fillet weld g age. As a result of problems reported at another facility and an Ebasco Quality Assur-ance Surveillance Report, sampling re-inspection of sockets welded by Tompkins-Beckwith, Inc., was conducted during the Fall of 1980.

These sampling inspec-tions identified that some socket welds did not meet the Code criteria and this was documented on Nonconformance Report W3-2461 dated January 19, 1981. The preliminary inspection indicated that the weld deposits were 5/16". Further inspections of the 2" Schedule 160 Socket Welds revealed that a significant number of the approximately 1600 socket welds have a weld deposit in the 1/4" to 5/16" range.

SAFETY IMPLICATIONS Since these welds are more than 1/16" below the 3/8" size that is required by the ASME Code and have reduced the safety margin of the original design con-siderably, there is the possibility that these socket welds could fail during plant operation.

CORRECTIVE ACTION The 2" Schedule 160 Socket Welds are being measured and additional weld material is being deposited to bring the affected socket welds into compliance with the ASME Code. Corrective action will be accomplished and a Final Report submitted on or before July 31, 1981.
