During an examination of calculations for the Reactor Containment Building equipment hatch area, personnel lock, and emergency lock penetration, it was determined that the amount of shear reinforcement provided for these areas is less for Midland than for other similar plants. The safety implications of this matter will be determined after completion of the Recohmended Actions (1, 2, and 3) listed below.
Consumers Power Company has reported this condition to the NRC as a 10CFR50.55(e]

RECOMMENDED ACTION * (Optional):
1.
Examine the design requirements for major penetration.
2.
Examine the design criteria.
3.
After Actions 1 and 2 are completed, detailed stress analyses will be performed, if required.
4.
Submit a final report after the strese analyses are completed.
5.
Coordinate and issue a status report by May 7, 1981.

Intraduction The discrepancies discussed in this report concern the amount of shear reinforcer.ent provided around the containment building major penetra-

tions.
Background
While e amining drawings for the containment shell, it was deter-mined that there is less shear reinforcement around the equipment hatch, personnel lock, and the emergency airlock penetrations than in other i
projects of similar design. The design for these areas was done in November 1973,'the drawings for the equipment hatch were issued for I
construction in July 1974, and the containment walls for Units 1 and 2 l
were constructed in.1976 and 1977.
i Investigative Action i
A preliminary review of the design requirements, the drawings, and the calculations for the equipment hatch has been performed. A similar review will be made for other major penetrations. Based on the this investigative action, it was decided to study the analytical model for the equipment hatch and review the existing design in detail to evaluate existing stress and required reinforcement. The ecmputer input data for this analysis is cur-rently being processed.
Corrective Action Once the output from the investigative analysis is obtained, further recom-i mendations or conclusior-vill be made. A determination of corrective actions for the other major pen trations, if necessary, will be made at a later date.

Safety Implications If undetected, this potential deficiency could possibly have an adverse affect on the safety of the Midland plant.
