Fire Brigade Leader
Dear Sir:
Reference (c) above requested an exemption to the requirements of Section III.H of Appendix R to 10CFR 50 that "The Shif t Supervisor shall not be a member of the fire brigade." The exemption requested was that, in order to trein a suitable replacement, the date for complJance with this section be extend d to June 1, 1981. Our suitable replacement at that time was intended to be 6.he Shif t Technic 31 Advisor, who would then be fully trained, qualified, and on shift. We have received no indication that our request for extension of compliance was not approved; thus we are currently completing the fire brigade training of the Shift Technical Advisors to ready them for their responsibilities as fire brigade leaders, bringing Vermont Yankee into compliance with Section 111.11 of Appendix R to 10CFR 50.
However, in recent telephone conversations with the NRC staff, we have been informed that the use of the Shif t Technical Advisor as fire brigade leader is contrary to staff plans for this individual. We disagree with this position, and feel that the Shift Technical Advisor is the best person to assume the position of fire brigade leader.
In any event, the timing of this information severely impacts our responsibility to provide a trained fire brigade leader. Therefore we request that we be allowed to use the STA for this position through July 30, 1982.
This interim period will allow us to r esolve the question of shif t staffing for normal and emergency situations.
