Contract fio. fiRC-05-80-251, Task Order fio. 8 Pursuant to the pertinent provisions of this contract, I hereby authorize the expenditure of $40,000.00 of the funds currently obligated under this contract to provide technical assistance and services in the independent nondestructive examinations as outlined in the enclosed Task Order tio. 8.

If you believe that the total ceiling price is inadequate for the purposes of this task order, you must so notify me within ten (10) business days after its receipt.

Said notification shall contain your estimate of the required total ceiling cost. Within ten (10) business days after receipt of such notification, the Contracting Officer shall either ratify the total ceiling cost or adopt the proposed revised estimate or some combination of the two and revise or confirm the task order accordingly.

This letter, executed on behalf of the Commission, is forwarded to you in quadruplicate.

Please acknowledge receipt on three (3) copies hereon and return them to me as soon as possible.

The forth copy is for your retention.

BACKGROUND _

The fiRC, I&E performs routine inspections at construction and operating nuclear facilities to assess the safety in accordance with liRC regulations.'

l As part of this program, the fiRC has established (on a trial basis), a direct verification program, through.the use of nondestructive examinations, to examine select components at these facilities. This program includes a l

random selection of components as well as reactive type examinations such i

areas where piping defects or other component failures have occurred, as:

allegations relating to defective materials, and highly controversial areas where re-examination might lead to a conclusive basis for problem resolution.

The fiRC, IE:I has purchased a van, completely equipped, except for an isotop'e source, to perform nondestructive examinations at licensee's facilities.

This includes a dark room for hand processing and interpreting radiographic film.

The van is equipped with x-ray film, cassettes, penetrameters, lead shielding, isotope storage cabinet, and all items necessary to perform j

radiography.

The van contains two portable Sonic MK1 ultrasonic instruments and necessary transducers, cables, couplants and calibration standards to perform ultrasonic examinations. The van includes a prod method - P90 i

Magnaflux machine and two Y-5 and Y-6 yotes to perform magnetic particle examinations.

The van also includes the necessary liquid penetrant

materials and equipment to perform both visible solvent removable and flourescent liquid penetrant examinations.

The van is outfitted with water storage, water heater, cooler and necessary hold tanks for the radiographic needs.

It is equipped with a 6.5K!! generator to operate all of the equipment, including necessary heating and cooling of the van.

The NRC will provide detailed work procedures for each type of NDE to be performed.

The NRC will provide the necessary person /s at the facility who will have the authority to direct the operation, act as the coordinator with the licensee and AE, revise the procedures and issue addenda as necessary and assune overall responsibility for the inspection activity.

4 NRC will make the necessary arrangements for moving the van and equipment to the site and the return back to Region I.

NRC will issue the final 4

report to the licensee.

STATEMENT OF h'ORK e

Supply any or all of the below listed personnel and equipment to a nuclear facility located anywhere in the United States and perform nondestruc-T tive examinations as directed by the NRC. This will be a reactive effort.

i Thus, the site location, time of examination and extent of examinations are not presently known.

Such details will be supplied approximately five work days before inspection is to commence, a.

An iridium 192 isotope source with camera.

The source should have an activity of approximately 100 curies.

An individual who is qualified to transport and expose the source.

This individual must also be qualified to hand process film and interpret the findings.

Qualifications should be to SNT-TC-1 A, Level II.

A minimum of two technicians, one cho must be qualified Level II, c.

SNT-TC-1 A to set-up,' examine and interpret the results for methods in liquid penetrant, magnetic particle, ultrasonics, and radiography.

The other i

individual mast have a minimum qualification of Level I-SNT-TC-1 A in the methods described above.

Perform HT, PT, UT and RT as directed by the NRC using the van, equipment, and procedures supplied by the NRC.

Preliminary results of' the examinations are to be supplied to the on-site NRC individual.

Perform radiography, as directed by the HRC, on welds selected by e.

the NRC.

The source is to be provided by the contractor, who retains the responsibility for the safe control of the source.

Safe storage during nonuse will be provided by the HRC.

Expose film, develop, and interpret the results using the van and HRC supplied equipment (except the isotope source).

Provide HRC Region I with a copy of each individual's qualifica-tion before commencing work.

Provide the above listed qualified people and equipment at the 9

site selected by the NRC.

The technician with source should be prepared to report to the NRC onsite five days after notification.

The technicians

should be prepared to work in an operating facility during shutdown periods or at a construction _ facility.

The work hours could vary from 8 to 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> a day, any shift and on weekends.

The technicians might also be required to work in contaminated areas.

It is not anticipated the inspection time would exceed seven work days.

REPORT REQUIREMENTS The following reports are required:
