Mr. Robert L. Cohen 4

Y 435 West 119th Street - Apt. 2K IN RESPONSE New York, NY 10027 TO F0IA-81-59

Dear Mr. Cohen:

This is in further reply to your letter dated February 12, 1981, in which you requested, pursuant to the Freedom of Information Act, copics of all documents relating to the consideration, planning, execution or utilization of the two studies by P. Slovic, et. al. and E. J. Walsh mentioned in your letter.

You also requested that we provide you with a copy of the studies themselves as well as copies of all reports, memoranda, correspondence, work papers, minutes of meetings, and staff papers based on these studies.

We have not located any copies of the Slovic or Walsh studies within the NRC. We believe Mr. Slovic's work may have been funded by a grant from the National Science Foundation, although we cannot be certain of this information.

It appears to us that the published article you cited is not trtm with respect to Mr. Slovic and Mr. Walsh having performed work for the NRC.

Finally, we believe Mr. Walsh is in some way affiliated or connected with Pennsylvania State University.

The NRC does have a contract with Pennsylvania State University but it does not provide for any survey work to be performed by Mr. Walsh.

This completes action on your request.

Dear Mr. Felton,

This is a follow-up to my initial FOIA request, dated January 23, 1981.

My reference number is FOIA-81-36.

In your letter of January 29, 1981 you informed me that you did not locate any documents subject to my request. After careful consideration, it has occured to me that perhaps I did not state my request with sufficient clairity or specificity.

In a recent article entitled, "Public Opinion About Energy," which appeared in the Annual Review of Energy (1980, Vol. 5, pp.141-72), the authors make the following statement:

"... Papers on the public response have been prepared for the Nuclear Regulatory Commission (e.g. Slovic, Fishchoff &

Lichtenstein, 1979..and Walsh 1979..)..."

(p.150)

This statement is made in regard to the response to the Three Mile Island incident.

The detailed references to these two studies are as follows:

Slovic, P., Fischoff, B.,Lichtenstein, S. 1979. Images of Disasters perception and acceptance of risks from nuclear power, Eugene, Oregon: Decision Res2 arch (Mimeo).

Walsh, E.J. 1979. Experienca at the epicenter: initial reflections on phases of target communities' responses to the accident at Three Mile Island. University Park, Penn. State Univ., September 7 (Mimeo).

I request copies of all documents relating to the consideration, planning, execution, or utilization of these two studies for your agency.

In addition, to the studies themselves, I would like to receive copies of all reports, memorandum, correspondence, work papers, minutes of meetings, and staff papers, based on these studies.

..r' you have any questions regarding this request, please telephone me at the above number.

i As provided in the Freedom of Information Act, I will expect to receive a reply within ten working days. Thank you for your time and consideration.
