Organization The final responsibility for the Quality Assurance (QA) Program for-Part 71 Requirements rests'with Envirotech Corporation, Eimco Foundry Division. ' Design and Fabrication shall not be conducted under this CA Program. The QA Prcgram is implemnted using the following organization: See attached " Appendix C".

The Radiation Safety Officer is res;cnsible for overall ad:cinis-traticn of the program, training and certification, document; centrol, and auditirg.

The Radiographers are responsible for hvAling, storing, shipping, inspection, test and operating status and record keeping.

Quality Assurance Program The management of Eimco Foundry Division establishes and implements this CA Program. Training, prior to engagemnt, for all QA functions is required according to written procedures. QA Program revisions will be rade according to written procedures with managenent approval. The QA Program will ensure that all defined CC procedures, engineering procedures, and specific provisions of the package design approval are satisfied. The QA program will ecphasize control of the characteristics of the package which are critical to safety.

The Padiation Safety Officer shall assurb that all radioactive material shipping packages are designed and ranufactured under a QA Program approved by the Nuclear Regulatory Ccranission for all packages designed or fabricated after January 1, 1979. This requirenent will be satisfied by receiving a certification to this effect frcm the manufacturer.

M-wnt Control All documents related to a specific shipping package will be controlled through the use of written procedures. All document changes will be performed according to written procedures approved by management.

The Radiation Safety Officer shall insure that all QA functions are conducted in accordance with the latest applicable changes to these d m e ts.

Inspection, Test, and Operath.; Status IrMon, test, ard cperating status of packages for r2rtain s p ial form radioactive raterial will be irdicated and controlled by written procedures. Status will be indicated by tag, label, rarking, or log entry.. Status of nonconforming parts or package 3 will be positively raintained by written procedures.

Padiography personnel shall perform the regulatory required in-spections ard tests in accordance with writter procedures. 'Ihe Radiation Safety Officer shall assure that these functions are perfonred.

'Itese records will be raintained in accordance with written pro-cedures. The records will be identified ard retrievable. A list of these records, with their storage locations, will be maintained by the Padiation Safety Officer.

Audits Estahlichevi schedules of audits of the QA Program will be perforIred using written check lists. Results of audits will be maintained and reported to management. Audit reports will be evaluated and de-ficient areas corrected. The audits will be deperdent on the safety significance of the activity being audited, but each activity will be audited at least once every five years., hxiit reports will be raintained as part of the quality assurance records. Mmbers of the audit team shall have no responsibility in the activity being auditsd.
