OF APRIL 1,1981 MEETING

Northeast huclear Energy Company (NNECO) and NRC representatives (attendance list enclosed) met in the Bethesda NRC office on April 1, 1981 to resolve differences between these organizations regarding

" Containment Electrical Penetrations", Systematic Evaluation Program (SEF) Topic No. VIII-4. These differences were identified by NNEC0 in a letter to NRC dated January 29, 1981.

The NNEC0 letter was in response to our request in NRC letter dated October 30, 1980 to inform us if the as-built facility differed from the licensing basis assumed in our assessment (copy enclosed to NRC 10/30/80 letter).

By letter to NNEC0 dated March 27, 1981, the staff requested further clarification.

The following items, taken from this latest request to NNECO, were discussed in detail during the meeting to assure that NNECO is fully aware of our technical concerns and provides information that is useful in our evaluation:

1.

Backup protection for penetrations like X-101 A and X-105D.

2.

Protection of parallel conductors and seals if an open circuit should develop.

3.

Circuit design and theory of operation for differential current l

protection of pump motor circuits for l

Conductor Faults at the penetration (single phase and bolted faults).

4.

An analysis of how the design of the differential protection satisfies the single failure criterion.

5.

A description of testing methods and results for both seals on electrical penetrations.

A copy of any relevant proprietary data relating to qualification of the electrical penetrations.

The NNEC0 representatives agreed to submit within thirty days, documen-tation of their responses at the meeting as part of their response to our March 27, 1981 request for additional information.
