Dear B. J. Scheffer:
Thank you for your letter of March 6,1981, concerning the limited appearance session held at the William Penn Memorial Museum on March 5, 1981. You express concern about th.e reaction of Judge Ivan Smith to the remarks of State Representative Bruce Smith.
I have been advised by the Chairman of the Licensing Panel that the initiative for holding the evening session and the arrangements for its location at the William Penn Memorial Museum stem from the TMI Alert Group. Despite the fact that Judge Smith and other members of the Panel have been sitting continuously on the TMI Unit 1 Restart Board since last October, Judge Smith and the Board agreed to give up their evening hours so that concerned area residents could speak.
It appears that there was a substantial misunderstanding among the parties as to the availability of the Museum for a second round of appearances.
A number of people who appeared on the evening of March 5, because of the time limits, were unable to voice their concerns--an opportunity that Judge Smith was concerned that they have.
When Representative Smith began to read from a prepared statement, a significant portion of which dealt with the misunderstanding concerning the availability of the Museum, Judge Smith became concerned that those persons who wished to address the TMI issues for which the meeting was called would be denied that opportunity' because of limited time.
Consequently, Judge Smith sought to terminate those portions of Representative Smith's comments which did not relate to the purpose of the meeting, so that those waiting would have an opportunity to speak.
Please rest assured that Judge Smith is highly concerned'that all citizens receive an opportunity to state their views.
