NRC STAFF RESPONSE TO AMENDED PETITION FOR LEAVE TO INTERVENE OF WANDA CHRISTY:
The Atomic Safety and Licensing Board (Board) in its Memorandum and Order, served March 16, 1981, indicated that the petition for leave to intervene filed by Wanda Christy satisfied the " interest" and " aspects" requirements of 10 CFR g 2.714.
In an amended petition received by the Staff on April 3, 1981, Ms. Christy submits what the staff perceives to be one contention related to the emergency plans for the Wolf Creek Nuclear Generating Stations, Unit #1.
The contention raises the question of the lack of a workable evacuation plan for Coffey County and the inability of the County to respond to an incident at the plant.
The Staff believes this contention is sufficiently specific to litigate in this operating license proceeding.
In view of the foregoing, the Board should approve Wanda Christy as an intervenor in this case. Her participation Thould be limited to the contention relative to emergency planning.
