This is in response to your March 17, 1981 letter in which you state that copies of " previous drafts," identified as appendix item 30 of ny December 15, 1981 letter, were not enclosed.

In response to your request the documents listed on the appendix are enclosed.

The charge for reproducing records located in the NRC Public Document Room (PDR) is ($0.05) per page for documents and cost ($2.00/ft2) for drawings as specified in 10 CFR 9.14(a). Accordingly, the cost of reproducing the 488 pages and 1 drawing is $32.40.

Dear Mr. Felton:

Pursuant to the Freedom of Information Act (5 U.S.C.

S552) and NRC Regulations (10 C.F.R. Part 9), Debevoise &

Liberman requests copies of all documents prepared by the NRC, its Staff and consultants relative to the following:

1.

NRR and I & E reports to the Commissioners and/or their staffs regarding the implementation of the Commission's May 23, 1980 Memorandum and Order (CLI-80-21) pertaining to environmental qualifi-cation of safety-related electrical equipment and instrumentation, including, but not limited to, communications between NRR, I & E, and Commissioner Bradford's Legal Staff Assistant, Thomas R. Gibbon.

The need and the basis for issuance of Supplement 2 to I & E Bulletin 79-OlB.

3.

Any assessment of the legal implications, signi-ficance, rationale for and/or impact on operating plant licensees of Question and Answer No. 17 in Supplement No. 2 to I & E Bulletin 79-OlB.

Any assessment of the impact of Supplement No. 2 i

to I & E Bulletin 79-OlB on the ability of operating plant licensees to comply with the new license requirement established in the September l

Any assessment (including, but not limited to, those generated by OELD and/or OGC) regarding the legal and practical implications of utilizing Supplement 2 to I & E Bulletin 79-OlB to modify or alter the nature and substance of the requests for information contained in the September 19, 1980 Orders for Podification of Licenses which require "information which fully and completely responds to the staff's request as specified in I & E Bulletin 79-01B.

6.

Any assessment of the impact on power reactor licensees and the motivation and/or cause for the issuance of Supplement No. 2 to I & E Bulletin 79-01B.

7.

Any assessment of the ability of nuclear industry vendors to currently provide replacement parts for safety-related electrical instrumentation and con-trol equipment in accordance with the requirements of NUREG-0588, as required by the Conmission's May 23, 1980 Memorandum and Order.

8.

Any assessment of the potential economic impacts, including the potential for power reactor shutdowns, that would accrue from the implementation of the mandate set forth in the Commission's May 23, 1980 Memorandum and Order to install only replacement parts that conform to the requirements of NUREG-0588.

9.

Any assessment of the impact of utilizing the

.sssumptions, computer codes and models required by NUREG-0588 for developing environmental qualifica-tions profiles on other existing design criteria and licensing bases with respect to other safety-related systems, structures and components of operating nuclear power plants.

10.

The appropriateness of and/or need for formal issuance of the DOR Environmental Qualification Guidelines, via Federal Register _ notice, for public comment and review.

The schedule-for the incorporation of previously submitted public comments in a revision to NUREG-0588.

12.

The extent of technical conflicts and/or techni-cal inconsistencies between the DOR Environmental Qualification Guidelines and NUREG-0588, the schedule and Staff plan for resolution of such conflicts and/or inconsistencies, and any assessment of the potential impact of the reso-lution process on the utility reporting and response requirements under I & F: Bulletin 79-OlB.

13.. The basis for the implementation deadline of June 30, 1982 contained in the thy 23, 1980 Commission Memorandum and Order on Environmental Qualification, including, but not limited to, any assessment of the time required by utilities and component vendors for qualification testing, procurement, installation, and preoperational testing of items the Staff might require to be backfitted in response to the Memorandum and Order.

14.

Any consideration of the need for a detailed Value/ Impact Analysis, an Environmental Impact Statement and/or a Negative Declaration regarding the need for an EIS for the actions taken by the l

Commission in its May 23, 1980 Memorandum and order.

15.

Internal NRC Staff review or comments en prepublication f

drafts of NUREG-0588 and the DOR Environmental Qualification Guidelines.

Such documents chould include any drafts, supporting materials,studias, or other such reports, correspondence, or-testimony, regarding the aforementioned areas of interest.
