L Dear Mr. Dentent r(\\ ~

In the Matter of the Application of
)
Docket tb. 50-296 Tenneccee Valley Authority In a letter dated January 9,1981 frca T. A. Ippolito to 11. G. Parris, we raceived orders to install an Autcmtic Air Dump Scre Systm (ADS) on all three units at our BrcNns Ferry Nuclear Plant by April 9,1981. On March 10, 1981, '1VA submitted a requent for an extensien to the April 9,1981 inplementation date for units 1 aM 2.
In a letter to H. G. Patric frm T. A. Ippolito dated April 8,1481, we recaivM en extension untill !hy 1, 1981 for units 1 and 2.
We have mde every effort to have the ADS installed and operational by the April 9 deadline (plus 72 hours8.333333e-4 days
0.02 hours
1.190476e-4 weeks
2.7396e-5 months
, as stetel in the order) en unit 3.
- Mcxmver, an discussed with your staff, we have encountered unexpected problems as outlined below.
Testing of the system on Browns Ferry unit 3 has iMicated the following inherent problems with the General Electric Ccmpany cupoliM prescure switches for nonitoring the control air line pressure.
1.
%e pressure switch setpoint drifts over neverni psi anr1 in not repeatable by precg rational testing. Wie is believed to be a major contributing factor in the recent scrcm at the ?"nnticello unit cocrated 171 Northern States IW er Cc miny. %is in the came systcm installed on Drcuns Ferry unit 3.
2.
%e pressure cwitch cannot be mnually reset or reset by existing air line prernure arx1 requires physical rmaval frm system for bench work.
3.
ne prensure switch must be physically re:toved ani bench calibrated.
%c last tio items ecsontially lock in a half scr m for the period of time required for the work. %is is the sme systs that we plan to inctall on units 1 and 2, and therefore these problems are otrmen to all three units.
