US Nuclear Regulatory Commission T;TY,V Washington, DC 20555 DOCKET 50-155 - LICENSE DPR BIG ROCK POINT PLANT - RESPONSE TO POST-TMI REQUIREMENTS FOR THE E:ERGENCY OPERATIONS FACILITY (GENERIC LETTER 81-10)

URC Generic Letter 81-10, dated February 18, 1981 requested Consumers Power Company to commit to the implementation dates indicated in its Enclosure 1 for implementation of NUREG-0696 (entitled " Functional Criteria for Emergency Response Facilities) and other requirements. Subsequently, NRC letter dated March 5,1981 vas received which provided the current version of NUREG-0696 dated February 1981 and noted that NUREG-0696 provides general guidance only and that compliance with NUREG-0696 is not a requirement.

Consumers Power Company submittal dated March 31, 1981 provided the Big Rock Point Probabilistic Risk Assessment (PRA) and requests for deferral of require-ments identified as non-essential by the PRA. Among the deferral req'uests were the Technical Support Center requirements (NUREG-0737 - Item III.A.l.2 and NUREG-0696) and some Emergency Preparedness - Long Term requirements (NUREG-065h).

The staff position that NUREG-0696 provides only general guidance and our continu-ing review of regulatory requirements with respect to the PRA predicted worth does not allow us to commit to the implementation schedule of Generic Letter 81-10 at this time.

However, it is clear that not all of the requirements of Generic Letter 81-10 vill be met.

Specifically, the Technical Support Center and shift staffing require-ments vill not be fully adhered to because vf the small plant sise (2h0 MWt) which makes some generic requirements applicable to larger plants unnecessary for Big Rock Point. It is our intention to provide our plans for meeting those items of
