Dear Mr. Helfrich:

Enclosed please find a letter from General Electric requesting an amendment to export license XSNM01542 to increase the quantity of uranium and decrease the quantity of plutonium authorized for export.

Before taking action on this amendment request, we would appreciate your views, in accordance with established procedures, as to whether the proposed export meets the applicable criteria in the Atomic Energy Act of 1954 as amended by the Nuclear Nonproliferation Act of 1978.
