SEQUOYAH NUCLEAR PLANT UNIT 1 - Q - NRC-OIE BULLETIN 81-01 The subject bulletin dated January 27, 1981, regarding surveillance on mechanical snubbers, requires a response for Sequoyah Nuclear Plant unit 1.
Sequoyah unit 1 has no accessible or inaccessible International Nuclear Safeguards Corporation mechanical snubbers installed or in storage for use on safety-related systems. Therefore, no action is required for Sequoyah unit 1 under items 1 and 2 of the bulletin.
Bulletin 81-01, Item 3, requests a schedule be submitted for an inspection program covering mechanical snubbers produced by manufacturers other than International Nuclear Safeguards Corporation. Item 3e stipulates that the inspection program be completed before the completion of the next refueling outage.
The inspection of mechanical snubbers is required at Sequoyah Nuclear Plant by plant Mechanical Maintenance Instruction MI 6.13C.
Preoperational tests of mechanical snubbers were required by construction Inspection Instruction (II) A3, Revision 1.
Records of the inspections l
performed in accordance with II A3 are being reviewed to provide the l
information specified in item 4 of the bulletin. These records will reflect primarily the effects of construction' activities on the snubbers rather than the performance or reliati"'y of the snubbers in operating conditions. Sequoyah unit 1 has not h a in operation a sufficient length of time for a reinspection of the snubbers to provide meaningful information. The first refueling outage for Sequoyah unit 1 is now projected to begin in September 1982.

e' s Mr. James P. O'Reilly, Director March 31, 1981 The report of the results of the pre-service inspection of mechanical snubbers at Sequoyah unit 1 will be submitted by April 30, 1981.
We estimate that a total of 190 manhours will be required to compile the reports necessary to comply with this bulletin.
