THE CATHCLIC UNIVERSITY OF AMERICA DOCKET NO. 50-77 AMENDMENT TO FACILITY OPERATING LICENSE Amendment No. 8 License No. R-31 1.

The Nuclear Regulatory Comision (the Comission) has found that:

A.

The filing by The Catholic University of America (the Itcensee) dated November 15, 1979 as supplemented by filing dated March 6,1981 complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Comission's rules and regulations set forth in 10 CFR Chapter I;

B.

The facility will operate in conformity with the provisions of the Atomic Energy Act of 1954, as amended, and the rules and regulations of the Comissioil; C.

There is reasonable assurance (i) that the activities :.uthorized by this amendment can be conducted without endangering the health and safety of the public and (ii) that such activities will be conducted in compliance with the Comission's regulations; D.

The issuance of this amendment will not be inimical to the comon defense and security or to the health and safety of the public; E.

The issuance of this amendment is in accordance with 10 CFR Part 51 of the Conmiission's regulations and all applicable requirements have been satisfied; and F.

Publication of this notice of amendment is not required since it does not invo2ve a significant hazards consideration nor amendment of a license of the type &:c.ribed in 10 CFR Section 2.106(a)(2).

Accordingly, the license is amended by changes to the Technical Specifications as indicated in the.ittachment to this license amendment, and paragraph 2.C(2) of Facility Operating License t( oWobo thf.

, No. R-31 is hereby amended to read as follows:

2.C(2). Technical Specifications The Technical Specifications contained in Appendix A as revised through Amendment No. 8, are hereby incor-porated in the license. The licensee shall operate the facility in accordance with the Technical Specifications.

3.

This license amendment is effective as of the date of its issuance.

16.6 A:MIM!STR;TI'lE CONTROLS 16.6.1 Organization - The administrative organization for control of tr.e reactor facility and its operation shall be as set forth in Figure 16-1 attachec hereto. The authorities and res:onsisilities set forth below are designec to comply wit" the intar.: and require-Nnts for administrative controls of tne reactor facility as set forth by the Nuclear Regulatory Commission.

16.6.1.1 President - The President is the Chief Administrative Officer responsible for the University and in whose name the application for licensing is made.

16.6.1.2 Provost - The Provost reports to the President and is I

responsible for the academic adninistration of the University.

In this capacity he represents the President in all matters pertaining to the reactor except in those cases of health and for which the Radiation Safety Comittee has authority.

16.6.1.3 Dean of Encineerine and Architecture - The Dean of Engineering and Architecture is responsible to the Executive 'Ifce President and Provost for all departments in the School of Engineering and Architecture. In this capacity he shall have final autnority and ultimate respcnsibility for the reactor facility and, within the Itmitations set forth by the facility license, make final policy decisions with respect to reactor operation; appoint the Reactor Administrator, with the advice of tne Chairman of the Department of Mechanical Engineering; be advised on all matters concerning reactor safety by the Reactor Safety Committee.

16.6.l.4 Chairman, Decartment of Mechanical Enginearing - The Chairman of tne Department of Mechanical Engineering is responsible to the Dean of Engineering and Architecture for the routine functioning of the reactor facility. He shall advise the Dean r t' Engineering and Architecture concerning the appointment of the ieactor Administrator; and appoint the members of the Reactor Safety Jommittee.

16.6.1.5 Reactr-Administrator - The Reactor Administrator is responsible to tne Chairman of Mecnanical Engineering 9r the daily administration of the rer.ctor facility. In this capacity, he shall, within the policies set forth by the Chairman and the facility license, prepare all regulatio'ns for the facility, review and approve all procedures, seelt aoproval of all procedures and proposals for changes and experiments from the Radiation Safety Committee, and be responsible for the health and safety of all personnel in the reactor facility.

He shall be responsible for the official files of the facility, including storage of such prescribed logs and records of'the facility which are no longer required for current operations. Prior to periods

of scheduled absence, he shall designate an alternate and notify the Chairman.
