Dear Mr. Denton:

In accordance with the requirements of 10 CFR 50.48(c)(5),

Commonwealth Edison Co. hereby submits our plans and schedules to meet the provisions of 10 CFR Part 50, Appendix R, Sections III.G, III.J., and III.0 for Quad Cities Units 1 and 2.

Attachment I contains our plans for implementation of the requirements of Appenaix R, Sections III.G, III.J, anc III.0.

In adcition, Attachment 2 contains our plans and schecules for meeting other fire protection reauirements which were previously accepted W

In response to item III.G. (safe shutdown) of Appencix R Commonwealtn Edison Company has made the following suomittals:

Response to NRC letter cated October 22, 1979 " Requesting Acoltional Information on Fire Protection Safe Shutcown Analysis".

This information was transmitted to the NRC in letters to T.A.

Janecek catec January 23, 1980, February 29, 1980, and June 6, 1980 A fire area has recently been identified where a fire could impede safe shutcown and which has not been included in earlier suomittals on safe shutcown.

The area identified is the DC Distribution Center for each unit.

A fire in this area could result in the loss of 125v OC power to cotn safety civisions for the unit in which a fire is postulated.

Corrective action is Deing taken which will isolate DC power in this fire area for one safety civision from the seconc safety division with a three hour fire barrier.

Details of this analysis and design modifications will be suomittea by May 19, 1981.

The work associated with this modification will be completed in accordance with Paragrapn 50.48(c)(A).

The preceding list of submittals and i nformation describe a method for safely shutting down the plant in the event of fire in any other fire area which, we believe, meets the intent of item III.G. of Appendix R.

Item III.J.

In response to item III.J. of Appendix R Commonwealth Eoison Company has committed to install emergency lighting units with an 8 hour9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> battery power supply in areas needed for operation of safe shutdown equipment and access and egrest routes thereto.

This installation will be completed in accorcance-with Paragraph 50.48(c)(2), 9 months after the i

effective cate of Appendix R (November 17, 1981).

Quad Cities Station Units 1 anc 2 Safety Evaluation F.ecort Items On February 12, 1981 in a letter to J.S.

Abel from T.A. Ippolito the NRC issued Supplement 2 to the Fire Protection Safety Evaluation Report for Quad Cities Units 1 ano 2.

Two incomplete items are identified in the Safety Evaluation Report Supplement 2.

1.

The placement of.the MG set foam suppression system control panel will be relocated such that it will not be within the influence of an MG set fire.

2.

Smoke detectors will ce bench tested tc verify that the detectors will responc to comoustion prooucts that might ce present in eacn area where detectors are located.

Commonwealth Edison Company is committed to finish these two incomplete i; ems.

They will be completed in accoroance with Paragraph 50.48(d)(2), 12 months after the cate of the NRC staff Fire Protection Safety Evaluation Report accepting such features which is February 12, 1982.
