l Pursuant to a telephone conversation held on March 20, 1981, between your P P Psomas and my J N Leech, the following request is submitted.

l Prior to the TMI-2 incident the Midland operating license application was under review by the NRC Staff. The Staff had raised thirty-five questions concerning the Site Emergency Plan via references (a) through (d). Those questions refer to portions of an outdated Site Emergency Plan, to regulatory guidance which no longer exists and, in general, are of a different emergency planning philosophy than that of the post-TMI incident era.

In December 1980, Consumers Power Company placed on its Midland docket a wholly revised Site Emergency Plan which addressed NUREG-0654, Revision 0.

In June 1981 Consumers Power Company plans to submit a revision to the Site Emergency Plan which will address NUREG-0654, Revision 1 and NUREG-0696, Finci Report.

It is our understanding that the Staff intends to review the entire revised Midland Site Emergency Plan due to changes made in emergency planning since the TMI-2 incident. For this reason and because it is cumbersome to continually update the responses to these thirty-five questions by reason of their referral to items which no longer exist, it is requested that the NRC withdraw questions 432.1 through 432.35 which were transmitted to Consumers Power Company via references'(a) through (d).

It is Consumers Power Company's intention to place the responses to those questions which still apply within the text of the June 1981 revision of the Site Emergency Plan and to delete g5 (with your concurrence) the thirty-five questions.
