This is in response to your letter of October 17. 1980, reference 696-2024 Please recall that during your visit to my office of July 15. 1980, you ad-vised that your initial plan submission would be conceptual in nature and would not contain all of those details which would normally be incorporated into a full scale security plan. We agreed that this was understandable in that you were uncertain as to whether or not you would continue as a Cate-gory I facility.
I do not, therefore, find it surprising that three of my branch chiefs independently advised that your initial submission did not contain sufficient detail for them to make an assessment as to its adequacy.
Please recall that at the time of your visit we did indicate general appro-val of your conceptual approach to meeting the requirements of the Upgrade Rule pending the receipt of further details. This appmval of your concep-tual approach was orally affimed at the time of Mr. McCorkle's and Mr. Floyd's visit to your factiity in September and subsequently confimed by my letter to you of October 21. 1980. The Physical Security Licensing Branch is pre-sently correlating connents mceived from oth,er elements of the HRC staff that have mytowed yourinitial plan. We expect to transmit these conaents to you at a very early date. It may be well to ddlay firming up a meeting with your representatives until such time as you have had an opporcunity to review our detailed comments.
