This letter concerns two safeguards issues related to the decomissioning of your facility.

Tha first issue involves the problem of maintaining adequate i!AA barrier integrity during the removal of installed equipment. Compeneatory measures will be necessary if the size of any breach in the MAA barrier exceeds 96 square inches with no one dimension g nater than 6 inches. Examples of acceptable compensatory measures includa reducing the size of the breach or monitoring of the area by an individual in possession of a hand held two-way radio.

The second issue concerns the requirement for mqualification of guard force personnel at the approximate time you expect SSNM holdings to fall below fomula quantities, thereby negating the need for such action. In view of the iminent reduction of SSNM holdings below Category I quantities, it is deemed reasonable to extend the requirement for requalification.

Accordingly, we are amending Materials and Plant Protection Amendment MPP-2 to your License No. SMM-777 as follows, effective imediately. "The require-ment of Appendix B to 10 CFR Part 73 which stipulates that security force personnel shall be requalified every 12 months is' extended to require such requalification every 14 months."
