Tht: is to confim certain aspects of the recent visit of representatives of this Division to your faciltty in relation to your prcposed plan to satisfy the requirements of the Upgrade Rule.

You were advisad at that tfrm that the following conceptud apercaches pro-posed by you were acceptable to this Offlee.

o Propcsed locations of the CAS and SAS.

o The preposed 1ccation of your storage vault as dopfcted in Figure 1-4.

o The propcsed high bay barrier in Building A as described in IRS 38-1, o The mezzanine barrier (provided it extends to the first floor and rcof).

As discussed with your personnel at the time of the visit, the final appmval of these concepts is dependent upon further detail concerning construction and hardening, e.g., the CAS/SAS must meet level IV standards of UL-752.

Subsequent to the referenced visit to your facility, we have given further consideration to your proposal to locate Building B outside of the protected area and to treat it as a separate Category II facility. We find this con-l capt to be in accordance with 10 CFR 73 pmvfded that certain regulatory i

requirements are met. These are:

1) The maximum allowaMe quantity of SHM pemitted in any one laboratory fn Building 8 is Ifmited to 350 grams wtth the combined total in Build-ing B not to exceed 1,000 grams.

2) No processing will occur in any laboratory.
3) The submittal of detailed procedures to be followed for Building B must satisfy the requirements of 573.67. Heasures to satisfy Cate-gory II requirements should be incorporated as an Annex to your basic physical protaction plan.

Also relative to the location of Building B outside of the protected area, full details should be included in your plan relative to the transfer of SNH in accordance with the procedures of 173.46(d)(11)(any SSNM being tr:ns-ferred fro:n the SVA to Butiding B is considered to be a shipcent offsite andallrequimmentsof(d)(11) apply). We will connunicate with you later concerning additicnal procedural requirements to be added to Part II of your plan in this regard.

In the near future you will receive a letter centaining detailed consents concerning other portions of your initial plan submittal. This letter should provide you with necessary approval of your conceptual approach to satisfying the requiremnts of the Upgrado Rule.
